CM Yogi Adityanath in Police Manthan 2025: On the concluding occasion of ‘Police Manthan-2025’, Chief Minister Yogi Adityanath said that only when the law is fair and effective, trust is born. This trust is making Uttar Pradesh a dream investment destination today.
Lucknow: In the closing ceremony of ‘Police Manthan-2025’, Chief Minister Yogi Adityanath said that the rule of law is the biggest strength of UP. Strong law and order has created an environment of trust in the state, due to which Uttar Pradesh has emerged as a dream destination for investment. Patting the backs of police officers and employees, CM Yogi said that the UP model is being discussed across the country. The Chief Minister congratulated the DGP and his team for the innovative effort of ‘Police Manthan’ at the Police Headquarters on Sunday. Police officers and personnel were honored at the medal investiture ceremony and all 11 sessions were discussed.
Human intelligence is the biggest weapon of all of us- CM Yogi
The Chief Minister said that human intelligence is the biggest weapon of all of us, we can use it better. Emphasizing on communication, the CM said that police station in-charge, sub-inspector, circle in-charge, district captain, range and zone officers should also establish communication with different sections of the society. Peace Committee meetings are called on festivals, but forgotten on other occasions. CM told the officials that public representatives are an important link in the democratic system. Sit with them once a month. No public representative speaks for wrongdoing. Make them aware of the real situation, receive their call. Also communicate with people from different backgrounds of the society (religious leaders, entrepreneurs, businessmen). This will reveal the ground reality. Policing cannot be done only by sitting at the headquarters.
Emphasis on better co-ordination in police station, circle and police line
CM Yogi also stressed on better coordination in police station, circle and police line. He said, if an incident happens then the police station in-charge is made accountable. We never paid attention to how much the Circle is contributing to its role and coordination. If there is better coordination among the three, then it can make a big contribution in strengthening the security system. The friendly behavior and sensitivity of the police force solves the problems of the general public and also creates a better perception towards the police in their minds.
Police has been given freedom to work – Chief Minister
CM said, we tried to keep political interference to a minimum. You are given freedom to work, so that you can perform. CM also discussed the responsibilities of police personnel. Now on an average, police officers serve in the district range for a minimum of two years, previous data shows that earlier the transfer used to be done in one month, three-four months or just a few days. By the time he understood the social and geographical situation, he was shown the way out. This used to create chaos, but now stability has been given.
Police officers create space with their behavior
The Chief Minister told the police officers that I talk to different sections of the society. When a good police officer is transferred, the general public recommends that he was a good officer, but when the wrong person is removed, the public thanks us for averting this disaster. We face both the situations and tell the common man that a good officer should work elsewhere also. May you get the benefits of goodness in other places also. We should try to strengthen it further through our conduct and behaviour.
Role of states decided for developed and self-reliant India
CM Yogi said that by 2047, India should be developed and self-reliant, not only the Government of India but also the state governments have a role in this. He said that the perception towards us has changed in eight and a half years. If there had been similar riots, hooliganism, anarchy and curfew in UP, the perceptions about us would not have changed. We tried to change the perception. Made every person realize the scope of the law, so now every person believes that there has been a change in UP. If there is no security, the infrastructure is not strong. 55 percent of the country’s expressways are in UP, all of them have been built in the last 8 and a half years. UP has the largest network of air connectivity. The country’s largest airport will also be inaugurated next month. UP has a rail network of 16,000 km. Metro is operating in most of the cities. UP has public transport facilities. The country’s first rapid rail and waterway is being operated in UP.
Prime Minister had given the vision of ‘Smart Police’ – CM
CM said that the Prime Minister had given the vision of ‘Smart Police’ in the DGP and IG conference held in UP. The mantra was, Stick and Sensitive, Modern and Mobile, Alert and Accountable, Reliable and Responsive, Technosavvy and Trend. This formula guides future challenges to law change. Officers will have to make these mantras a part of life.
Through ‘Janata Darshan’ I get to know the ground reality – Yogi Adityanath
Referring to the session of police station management, CM said that this is our foundation. Our behavior towards the common people not only reflects sensitivity but also becomes a medium of human intelligence. Whatever information comes to me, the truth of most of it can be known only through human intelligence. That’s why I go to ‘Janta Darshan’ regularly. The complainant does not just complain, but looking at his application and pain, the ground reality becomes known.

Chief Minister Yogi Adityanath also gave a strict message. CM Yogi said that it often happens that why does a person become a victim of time? Because he does not pay attention to time. But here I think if you have taken care of Kaal, then Mahakaal will also support you.
Keep yourself constantly updated according to changing challenges
Chief Minister Yogi Adityanath said that today law and order in the state is not just a matter of control but has become a symbol of trust and security. He called upon the police officers to keep themselves constantly updated according to the changing challenges and take timely decisions. The Chief Minister said that the Indian Judicial Code, the Indian Civil Defense Code and the Indian Evidence Code, implemented since July last year, are the foundation of the justice-based system. Every policeman will have to be aware of these laws and this information will have to be spread to every section of the society.
Historic changes in police structure
Chief Minister Yogi Adityanath said that earlier the soldiers were forced to live in dilapidated barracks, but now high-rise police buildings have been built in many districts. Police lines pending for years have been constructed and there has been an unprecedented increase in resources. We have also seen the time when soldiers were forced to live under dilapidated tiles and asbestos. The Chief Minister said that earlier there were 10 districts where police lines could not be formed for two-three decades. We increased the facilities there. The PAC companies which were liquidated were reorganized and women’s corps were formed.
Women empowerment and technical strength
The number of women policemen has increased from 13 percent to more than 36 percent. Police is being made more capable with the formation of Mahila Vahini, Mission Shakti, Cyber Headquarters, Model Police Station and modern resources.
‘Police Manthan’ becomes the platform to decide future direction
The Chief Minister said that Police Manthan is not just a platform for discussion but is the basis for policy making and implementation. Follow-up on every suggestion, strategy on every challenge and evaluation of every decision is necessary. He said that this forum should be organized every year and made a permanent arrangement. The Chief Minister said that the coming challenges will not only be related to law and order, but will also be related to national security, cyber crime and social stability. In such a situation, equal attention will have to be paid to time, technique and strategy. CM said that a roadmap was prepared in two days to achieve the goal of smart policing and what kind of police is required for ‘Vision 2047 Developed-Self-reliant India’. The views of 55 speakers in 11 sessions are going to prove to be an important document for future action plan and strategy. Police Manthan was based on innovation in different fields, grappling with contemporary challenges and preparing strategies for the same. CM also praised the punctuality of UP Police. CM discussed beat policing on the basis of presentation.
Also mentioned the successful results of Mission Shakti
He mentioned the successful results of Mission Shakti started in 2020. Sessions related to the success of its fifth edition, women and child safety, challenges related to human trafficking were also discussed. CM said that the women beat officers associated with Mission Shakti will also have to be taken care of. Scooty should be available to them. During this, Director General of Police Rajeev Krishna, Principal Secretary (Home) Sanjay Prasad, Director SPG Alok Sharma, Director General of Police (Prisons) PC Meena etc. were present.
