Suppose a pensioner gets ₹ 9,000 pension every month. At present, they get ₹ 4,950 extra according to 55% DA. If DA increases to 58%, they will get ₹ 5,220. In this way, you will get ₹ 270 more every month.
Now consider the basic salary of an employee ₹ 18,000. Currently, 55% DA i.e. ₹ 9,900 is available. If there is 58% DA, you will get ₹ 10,440. That is, there will be a growth of ₹ 540 every month. How is the dearness allowance fixed?
The government accounts for DA based on the data of CPI-IW i.e. Consumer Price Index for Industrial Workers. If the prices of food and drink and everyday things increase, then this index also goes up and increases DA accordingly.
