Samadhan Yojana 2025: Chief Minister Dr. Mohan Yadav launched ‘Samadhan Yojana 2025-26’, which will provide relief to 90 lakh electricity consumers of the state. Those having outstanding dues of three months or more will get the benefit of 100% surcharge waiver.
Bhopal: Chief Minister Dr. Mohan Yadav launched ‘Samadhan Yojana 2025-26’ on Monday. He said that this scheme will provide relief to more than 90 lakh electricity consumers of the state. This scheme will prove to be a big help for those who due to some reason have not been able to pay the electricity bill on time. The Chief Minister said that the Samadhan Yojana will benefit more than 90 lakh citizens of the state. This scheme is opening the door of relief for those consumers who due to some reason could not pay their electricity bills on time. Under this scheme, up to 100 percent rebate in surcharge will be provided to domestic, non-domestic, agricultural and industrial consumers whose bills are outstanding for three months or more. Apart from providing relief to electricity consumers, the scheme will also strengthen the electricity system of the state. This step will simultaneously increase public trust and transparency of governance. Chief Minister Dr. Yadav launched the solution scheme by pressing the button of the remote.
Launch of solution plan
Chief Minister Dr. Yadav said that the new building of the Power Management Company will be helpful in increasing the management and working efficiency of the companies. The new building will help in energy management and better coordination with the general public. Chief Minister Dr. Yadav was addressing the inauguration ceremony of the Samadhan Yojana and the inauguration ceremony of the building of MP Power Management Company. Chief Minister Dr. Yadav announced an incentive amount of Rs 1 crore to the state’s all-rounder female cricket player Kranti Gaur. Chief Minister Dr. Yadav inaugurated the state level program organized at MP Power Management Company regional office on Monday by lighting the lamp.
Solve common people’s problems immediately
Chief Minister Dr. Yadav said that under ‘Samadhan Yojana’ 2025-26, surcharge on electricity bills worth more than Rs 3 thousand crore of 90 lakh consumers of the state is being waived off. Under the Samadhan Yojana, consumers who have surcharge for up to 3 months will get the benefit of 100 percent surcharge waiver. The grand building of the Energy Department inaugurated on Monday will provide better facilities for the operation of the three companies working in the department. This new building will become a center for energy management, technological innovation and public service. The government is determined to provide 10 hours of uninterrupted electricity for irrigation to the farmers. It is hoped that the departmental officers and employees will show their sensitivity through continuous communication with the public representatives and prompt resolution of the problems of the common people.
Target to meet 50% energy consumption from renewable sources by 2030
Chief Minister Dr. Yadav said that the state government is carrying out activities in the state with the aim of ‘light for all – progress for all’. Be it a farm or a factory, city or village, the light in every house is a proof of this. In the year 2024-25, electricity subsidy of more than Rs 18 thousand crore was given to more than 35 lakh farmers from the Energy Department. The state government gave priority to environmental protection, clean energy and sustainable development through various policy decisions. Many attractive incentives have been given for industrial investment under the Industrial Promotion Policy, Renewable Energy Policy 2025 and Pumped Hydro Policy-2025. The state has a potential of 62 GW solar, 11 GW wind, 4 GW biomass and 820 MW small hydro power. Our target is to have 50 percent energy consumption from renewable sources by 2030. In the state’s first solar plus storage project being developed in Morena, electricity has been received at the lowest ever tariff rate of Rs 2.70 per unit. This is a record in itself.
Auspicious launch of Samadhan Yojana during MP Foundation Day celebration
Chief Minister Dr. Yadav said that a three-day Foundation Day festival is being celebrated in the state. During this time, the launch of Samadhan Yojana and inauguration of the new building is auspicious. Chief Minister Dr. Yadav said that the great drama centered on Emperor Vikramaditya presents a glimpse of the glorious past of the state. He called upon the people present at Bhopal’s Lal Parade Ground to participate in the exhibitions and events focused on the history, culture and progress of the state.

Energy Minister Pradyuman Singh Tomar said that under the leadership of Chief Minister Dr. Yadav, the state government is committed to ensuring energy availability at all levels in the state. We are working keeping in mind the convenience of the last person in the last row. The Samadhan Yojana launched today is a symbol of good governance and sensitivity. He said that Dr. Yadav readily accepted the proposals related to the Energy Department. Minister Shri Tomar said that it will be ensured to provide benefits of the scheme to the last person in the last queue. A short film on Samadhan Yojana was also screened in the programme.
What is Samadhan Plan 2025-26?
The objective of the Samadhan Yojana 2025-26 is to provide waiver on surcharge for late payment outstanding to consumers for more than 3 months. This scheme is based on the principle of ‘Come early, pay lump sum and get more benefits’. In this scheme, the consumer will get the maximum benefit by making lump sum payment in the first phase while the percentage of discount will gradually reduce during the second phase. The resolution plan will run in two phases. The first phase will be from November 3 to December 31, 2025, in which 60 to 100 percent surcharge will be waived. Similarly, in the second and final phase, this scheme will be applicable from January 1 to February 28, 2026. In this, 50 to 90 percent surcharge will be waived. You will get maximum benefit by depositing lump sum amount in the first phase.
How to avail the benefits of Samadhan Yojana 2025-26?
To avail the benefits of Samadhan Yojana 2025-26, consumers should contact electricity distribution companies like M.P. Registration will have to be done on portal.mpcz.in for Central Region Power Distribution Company Bhopal, www.mpez.co.in for Madhya Pradesh East Region Power Distribution Company Jabalpur and www.mpwz.co.in for Madhya Pradesh West Region Power Distribution Company Indore. During registration, the registration amount has been fixed for different consumer categories. Domestic and agricultural consumers can avail the benefits by joining the scheme and registering by paying 10 percent of the total outstanding amount and non-domestic and industrial consumers can register and pay 25 percent of the total outstanding amount. waiver process
Under the scheme, the consumer will have the option to pay the outstanding amount in lump sum or in installments. To make payment in installments the consumer will have to register. To avail waiver of outstanding late payment surcharge (cumulative), consumers making lump sum payment will have to make full payment less the rebate amount. The consumer opting to pay in installments will have to register by depositing the prescribed registration amount. For registration, the consumer will have to contact the distribution center/sub-divisional office and get the amount of discount and installments determined. While registering, the consumer will have to provide a contact mobile number, so that the consumer can be contacted in case of need in future. After registration, the remaining outstanding amount can be paid by the consumer in lump sum or in installments through the prevalent payment means of power distribution companies.
If you default after joining Samadhan Yojana, you will be deprived of benefits.
If for the first time any installment is not paid by the prescribed due date by a consumer registered for payment in installments, he will have to pay the amount of the delayed installment along with late surcharge on the same amount before the date of the next installment. If payment of two installments is not made by a consumer by the prescribed due date of the second installment, then such consumer will be considered a defaulter. In case of defaulter, he will be deprived of the benefits of the scheme. The discount given in the outstanding late payment surcharge and the additional late payment surcharge for the period till the defaulter, if payable, will be added to the electricity bill, which the consumer will have to pay. The connection of such consumer will be disconnected and tax recovery action will be taken as per rules.
Date of payment of installments
After registration, payment of the first installment will have to be ensured by the due date of the upcoming electricity bill. The due date for payment of installments by agricultural consumers will be the last office day of every month. After paying the first installment, the consumer must ensure payment of the remaining installments by the due date of their next monthly electricity bills. Due to the outstanding amount in the electricity bill, no advance payment discount will be given on the advance payment of installments made by the consumer.
Other terms and conditions of the scheme
A table of possible rebate amount and due dates for making lump sum payment of instalments/outstanding amount will be displayed along with the registration receipt for the information of the consumer. After full payment of the remaining electricity bill, the discount given to the consumer in late surcharge will be reflected in the next bill. If the amount billed under audit recovery or section 126 and 135 of the Electricity Act 2003 is attached to the bills of any consumer, then the consumer will be eligible to avail the benefit of the scheme on the remaining outstanding amount only after making full payment of this amount. Such consumers will also be eligible for the scheme, against whom RRC has been filed under the Dues Recovery Act (DRA). Has been issued. In such cases, it will be mandatory to pay the charges as per rules.
