Important information has come to light in the Lok Sabha regarding the Unified Pension Scheme (UPS) of the Central Government. The Finance Ministry said that by November 30, 2025, more than 1.22 lakh employees have adopted the Unified Pension Scheme. These include serving employees, new joiners and retired employees.

Minister of State for Finance Pankaj Choudhary said that out of the total National Pension System (NPS) employees, about 4.95% of the employees have exercised the option of choosing UPS. The government has introduced this scheme as an alternative to NPS, so that employees can get more assured and stable pension benefits after retirement.

The government also clarified that employees have been given the facility of one-time switch to choose UPS. This option can be exercised within the prescribed time limit in circumstances such as retirement, voluntary retirement, death or removal from service. Under the Unified Pension Scheme, eligible employees will be given assured monthly pension on the basis of average basic pay. Apart from this, special provisions have also been made for employees who have completed minimum service period and their families. Under the scheme, in eligible cases, there is a provision to give family pension to the family and prescribed benefits to the children also. The government says that in the coming time, with increasing awareness about UPS, the number of employees joining it may increase further.

Statement also came on OPS

The Finance Ministry has made it clear in the Lok Sabha that no proposal to restore the Old Pension Scheme (OPS) for Central Government employees is currently under consideration. In a written reply given by the Finance Ministry, it was said that OPS will not be implemented on employees covered under the National Pension System (NPS) and Unified Pension Scheme (UPS).

The ministry also clarified that although some states have re-implemented OPS at their level, under the existing rules and laws, states are not allowed to return the corpus deposited under NPS to the central government or the employees. That means state governments can implement OPS, but there is no provision for withdrawal of NPS funds. The government also informed that the Central Government has provided the facility of Unified Pension Scheme (UPS) to the employees as an alternative to NPS, which includes provisions like assured pension, minimum pension and family pension. Under UPS, pension is decided on the basis of average salary before retirement and employees get fixed benefits on completion of minimum service period.
