Shanghai Launches New Residence Permit for Skilled Foreigners

Shanghai recently introduced a new residence permit system for foreign skilled professionals and overseas Chinese. This new program replaces the long-standing “Residence Permit B” program. The Shanghai Residence Permit for Overseas Talent already began on July 1, 2025, and will remain in effect until June 30, 2030.

Types of Permits

There are two main categories:

• Principal Permit: For qualified overseas professionals.

• The Municipal Talent Affairs Bureau reviews applications within five business days.
• Once approved, the Municipal Public Security Bureau issues the electronic residence permit within ten business days.

These digital permits are stored in Shanghai’s unified electronic credential system and hold the same legal value as physical cards.

Reporting and Renewal Rules

Employers must report any employee resignation or change in work details within 30 days through the same online platform. Renewals should be submitted within 30 days before the permit expires, and replacements are available if the certificate is lost.
