Raipur News: A three -month preventive vigilance campaign was launched at SECL Headquarters Bilaspur on the instructions of the Central Vigilance Commission. The program emphasized transparency, digital initiatives and redressal of complaints. CMD appealed to work honestly.
Secl Preventive Vigilance Campaign: According to the instructions of Central Vigilance Commission, New Delhi, a three -month preventive vigilance campaign was launched at SECL Headquarters Bilaspur. Mr. P. Dayanand, Secretary to the Chief Minister was present as the chief guest on the occasion. The program was chaired by Mr. Harish Duhan, Chairman and Managing Director of SECL. On this occasion, Commissioner of Bilaspur Division Sunil Jain, Director of SECL (Technical – Operations cum Planning/Project) Mr. N. Franklin Jayakumar; Director (Human Resource) Mr. Birchehi Das and Chief Vigilance Officer Shri Himanshu Jain were present.
Tribute paid to Sardar Vallabhbhai Patel
The program started with lamp lighting. After this, the guests garlanded the portrait of Sardar Vallabhbhai Patel and paid tribute to him. Subsequently, Coal India Corporate song was presented. After this, SECL CMD Harish Duhan administered the oath of integrity to all the attendees.
Chief guest P. Dayanand said
Transparency in public sector is extremely important, whether it is a public undertaking or the state government. Such events definitely promote vigilance and transparent work culture. He said that both the public sector undertaking and the state government are complementary to each other and mutual cooperation and coordination between the two is extremely important for the development of the region. SECL CMD Harish Duhan, who is presiding over the program, said that I want to appeal to every member of the team SECL to do whatever work we do, stay within the scope of rules and policies with full honesty and loyalty. Expressing gratitude to the state government, he said that SECL continues to get guidance and support from the state government to improve its functioning. As a result, this year we have been successful in accelerating the process of land acquisition in mega projects. During this time, he also discussed topics related to land acquisition and other areas with the required cooperation with the state government.
‘There are five major points of this campaign’
Chief Vigilance Officer Himanshu Jain said that the theme of this year’s campaign by the Central Vigilance Commission has determined the “Vigilance: Our Common Responsibility”. There are five major points of this campaign – disposal of pending complaints, settling pending cases, organizing capacity building programs for officers and employees, making effective management of assets and digital initiatives to make the functioning more modern and transparent.

Functions improved in SECL
Several efforts have been made by the Vigilance Department to improve functioning in SECL. For example, the development of a transparent system including third party testing, CCTV monitoring and real -time supervision to improve coal quality. SOP based bill processing, FIFO clearance and SAP based tracking have been implemented in purchasing processes. Verification of machines and digital tagging have been done to strengthen the asset management. The operation and monitoring through digital platforms such as the Jatayu dashboard, Digicol and Integrated Command and Control Center has been made more effective and transparent. All the heads, officers and employees of the headquarters were present in the program including General Manager (Vigilance) Shri Nageswara Rao.
