Quebec Introduces Temporary Work Permit to Help Skilled Workers Await PR Selection

Foreign workers in Quebec, Canada, who are in the middle of the permanent residence process just received a bit of breathing room.

The province has introduced a temporary policy that allows certain workers to apply for an additional employer-specific work permit valid for up to 12 months. The goal is simple: prevent workers from losing their legal work status while Quebec processes their permanent residence selection.

For many applicants, this extra time could make the difference between staying employed in the province and facing an unexpected authorisation gap.

Quebec Temporary Work Permit

Applying for permanent residence in Quebec usually happens in stages.

Workers first apply for provincial selection, which leads to the Quebec Selection Certificate (CSQ). Only after receiving that certificate can they move to the federal permanent residence stage.

The problem is timing. Work permits sometimes expire before the province completes its assessment of an application.

To avoid losing skilled workers during this waiting period, the government has introduced a temporary solution: a one-year employer-specific work permit extension.

This allows workers to remain legally employed with the same employer while their immigration process continues.

Who Can Apply for the New Work Permit?

Not every foreign worker qualifies. The policy targets applicants already progressing through Quebec’s permanent selection system.

To be eligible, workers must meet all three conditions below:

  • Applied under Quebec’s Skilled Worker Selection Program (PSTQ).
  • Received an invitation to submit an Application for Permanent Selection (DSP) from Quebec authorities.
  • Hold or recently held an employer-specific work permit that expires between March 13, 2026 and December 31, 2026.

The permit must have been issued under one of these federal programs:

  • Temporary Foreign Worker Program
  • International Mobility Program

If the conditions are met, workers may request a new permit valid for up to 12 months with the same employer.

Application Deadline and Where to Apply

Applications must be submitted online through Immigration, Refugees and Citizenship Canada (IRCC).

There is a firm deadline.

Workers must apply no later than December 31, 2026.

Missing that date means losing access to the temporary measure.

Faster Processing Promised

Canadian authorities have confirmed that work permit requests submitted under this policy will receive expedited processing.

However, the government has not yet shared exact processing times.

The faster handling is intended to ensure workers can keep working without interruption while their permanent residence file moves forward.

What This Means for Foreign Workers in Quebec

For many skilled workers already settled in Quebec, the biggest concern during the immigration process is losing their work status before permanent residence is approved.

This temporary policy helps close that gap.

By offering a short-term work permit extension, Quebec is effectively giving workers time to complete the immigration pathway while continuing their jobs and contributing to the province’s labour market.
