Process speeds up for preparing seniority list of regular Amins in Bihar; revenue department seeks report from districts

The process of preparing the seniority list of regular Amins in Bihar has been expedited. Additional Secretary of the Revenue and Land Reforms Department, Dr Mahendra Pal, has written to all District Magistrates, as well as the Directors of the Directorate of Land Records and Survey, Directorate of Land Acquisition, and Directorate of Consolidation in this regard.

The letter mentions that the Bihar Amin Cadre Rules, 2025, were recently constituted. Under its provisions, an integrated cadre of regular Amins working in the districts, land acquisition, consolidation, and land records and survey directorates is to be formed. At the departmental level, the seniority list of these Amins will also be maintained.

The department had, on August 6, already directed all officers to submit the required information in the prescribed format, but the data has not yet been received. Taking the delay seriously, the department has once again urged all districts and directorates to send the report immediately.

The Additional Secretary has stated that reports related to regular Amins should be provided at the earliest so that the seniority list can be finalised on time. He has instructed that this task be treated as a top priority.

The Bihar government recently framed the Bihar Amin Cadre Rules, 2025.

As per these rules, all regular Amins working in districts, land acquisition, consolidation, and the land records and survey directorate will be included in a unified cadre. At the departmental level, preparation of their seniority list is mandatory.

Promotions and service management of Amins will be based on this list. The integration of the cadre is expected to ensure transparency and uniformity.
