In Police Manthan 2025, organized under the chairmanship of Chief Minister Yogi, there was an in-depth discussion on the transformational journey of UP Police after 2017, smart policing, cyber security, forensics, women safety and technology-based reforms.
Lucknow. The two-day state level senior police officer conference ‘Police Manthan-2025’ organized at the police headquarters was inaugurated on Saturday under the chairmanship of Chief Minister Yogi Adityanath. On this occasion, the Chief Minister appreciated the work, reforms and achievements of Uttar Pradesh Police.
Chief Minister Yogi said that in the last eight and a half years, there has been a historic change in the image of law and order and policing of Uttar Pradesh. Today the state is being seen as a role model in the country and the world and this identity has been created by the experiences of the people.
Extensive and technical changes in policing after 2017
The Chief Minister said that after the year 2017, there have been major improvements in police recruitment, training, infrastructure, technology, cyber security, forensic capability and commissionerate system. He said that earlier, where the training capacity was limited, now more than 60,000 constables are being trained within the state. Steps like cyber police stations in 75 districts of the state, 12 FSL labs, Forensic University, UP-112, Safe City Model, women police recruitment and predictive policing reflect the new working culture of UP Police.
Fear in criminals, trust in common citizens
Chief Minister Yogi said that UP Police is now becoming a symbol of fear for criminals and trust for common citizens. Policing is no longer limited to mere reaction but has moved towards a pro-active and predictive model. He laid special emphasis on adopting best practices, innovation and time-bound action plans.
DGP Rajeev Krishna’s address
In the inaugural session, Director General of Police Rajiv Krishna expressed gratitude to Chief Minister Yogi for being present in the conference for two days and providing guidance. He said that this is a special moment in the history of UP Police. The presence of the Chief Minister shows that the state leadership is fully committed to police reforms.
Objective of the conference: From policy to field impact
DGP said that the objective of the conference is to ensure clear responsibilities, definite timeline and concrete results from each session, so that the brainstorming is not limited to papers only and its impact reaches directly to the field and citizens. A total of 7 sessions were organized on the first day of the conference, in which senior IPS officers made presentations.
Session-1: Beat Policing and Launch of ‘Yaksha App’
ADG S.K. on beat policing. The presentation was given under the leadership of Bhagat. After this, Chief Minister Yogi launched ‘Yaksha App’. This app is a digital beat book based on AI and Big Data analysis, which will provide accurate information about crime, criminals and sensitive areas.
Session-2: Women, Child Crime and Human Trafficking
Under the leadership of ADG Padmaja Chauhan, a presentation was given on crimes related to women and children, Mission Shakti Kendra, FDRC and awareness campaigns. Along with this, Gorakhpur Zone ADG Ashok Mutha Jain gave information on the daughter-in-law conference.
Session-3: Police Station Management and Smart SHO Dashboard
DGP Lucknow Zone Sujit Pandey explained the features of ‘Smart SHO Dashboard’. This dashboard will speed up complaint redressal, improve police accountability, traffic control and crime monitoring.
Session-4: Strategy to deal with cyber crime
DGP Cyber Crime Binod Kumar Singh gave a presentation on the increasing cyber crime, the functioning of criminals and the role of cyber police stations. Information about capacity building efforts in collaboration with I4C was also given.
Session-5: Police Welfare, Training and Behavioral Reforms
DG Training Rajeev Sabharwal gave information about training programs on police personnel training, behavior modification, women empowerment, health, Vamsarathi schemes and i-GOT portal.
Session-6: Prosecution and Prison Reforms
DG Prosecution Dipesh Juneja gave a presentation on e-reporting, e-prosecution, dashboard based monitoring. DG Prisons Premchand Meena pointed out innovations like digitalization of prisons, AI-CCTV, e-meeting, video conferencing and more than 50,000 testimonies.
Session-7: CCTNS 2.0, New Judicial Code and Forensics
ADG Naveen Arora gave a presentation on digital systems like CCTNS 2.0, e-FIR, Zero FIR, e-Summon and e-Sakshya. The objective of this session was to make policing more data-based, scientific and citizen-centric.
Completion and further direction
The first day of the conference ended with the closing address of the Director General of Police, Uttar Pradesh. Chief Minister Yogi expressed confidence that this brainstorming will give a new direction to the UP Police and will further strengthen policing in the interest of citizens.
