Monsoon Session: Opposition leaders remain divided over their strategy on the Foreign Contribution Regulation (Amendment) Bill, 2026, sources told Times Now.
One section within the bloc wants Home Minister Amit Shah to make a statement before any discussion on the bill begins, while another section favours directly joining the debate to raise issues including the RSS’s non-registration and its funding sources.
INDIA bloc floor leaders are expected to decide on the strategy at a meeting on Monday, sources said. INDIA bloc parties will meet at Congress President Mallikarjun Kharge’s chamber at 10 am to decide their strategy, followed by a protest at Makar Dwar at 10:30 am demanding a statement from the Home Minister. The Opposition parties have been demanding Union Home Minister Amit Shah’s statement on the alleged police excesses against protesters during the Cockroach Janta Party’s Parliament march on July 20.
Sources also indicated that the government has not yet formally informed the Opposition about its plans to introduce the bill. However, AICC general secretary KC Venugopal on Sunday said the Congress and other opposition parties would strongly protest the proposed FCRA Bill if the Centre introduced it in Parliament.
On Friday, Union Parliamentary Affairs Minister Kiren Rijiju said that the Opposition cannot dictate which minister will come to the House and respond. Rijiju also said that Shah comes to Parliament every day and stays till late at night while responding to the Opposition’s protest.
Speaking in the Lok Sabha, Rijiju said Amit Shah is a man whose name sends shivers down the spine of extremists and terrorists. Amid thumping of desks by members of the Treasury benches, Rijiju said, “The day discussion begins here (in Lok Sabha) and when Amit Shah responds, you (Opposition) won’t be able to hear (digest).”
As per procedure, the minister who has listed business has to come to the House, he said. “You cannot dictate which minister will come to the House and who will respond. That is decided by the government and the Chair,” the Parliamentary Affairs Minister said. Rijiju also told the Opposition members to stop disrupting the proceedings.
Congress chief Mallikarjun Kharge had claimed that the Chairperson, CP Radhakrishnan, had issued a direction to Amit Shah; however, Rijiju refuted the claim.
