Starting December 1, 2025, Indians applying for New Zealand visas from India will have a new requirement. Only police clearance certificates issued by the Regional Passport Office (RPO) of India’s Ministry of External Affairs will be accepted.
What is a Police Clearance Certificate and Why It Matters
A Police Clearance Certificate (PCC) is an official document that confirms you have no criminal record or lists any past offences. In India, the Regional Passport Office under the Ministry of External Affairs usually issues it.
For New Zealand visa applications, the PCC helps immigration officers check whether an applicant meets character requirements. It serves as a precaution to ensure that travellers with serious criminal histories are identified before they are granted entry or residence.
Why the Change?
Until now, New Zealand visa applicants could submit certificates from local police stations, Deputy Commissioners, or Superintendents of Police. However, Immigration New Zealand (INZ) found that these documents varied too much in format and were harder to verify.
The shift to RPO-issued certificates aims to standardise documentation, speed up checks, and reduce delays that often slow down visa processing.
Who Is Affected?
The updated rule applies only to Indian nationals applying from inside India. If you are an Indian citizen applying from abroad, or if you are a non-Indian who has lived in India in the past, your police certificate requirements stay the same as before. Nothing changes for those groups.
What Applicants Need to Know
- Certificates must be issued within the last six months at the time of submission.
- If the certificate is not in English, a certified translation is required.
- Some authorities may ask for fingerprinting as part of the process. Applicants should check with local services or reach out to the New Zealand Police for guidance.
It is worth noting that if you’ve already submitted a police certificate with a previous visa application, you may not need a new one unless it’s older than 12 months. Immigration officers still reserve the right to request a fresh certificate.
New Zealand Student Visa Updates for 2025
In addition to this change, New Zealand has recently made the student visa process easier for Indian applicants. Indian qualifications no longer require assessment. A new online system has been launched, and eligible students can work 25 hours a week. These changes make studying in New Zealand simpler and more flexible.

By limiting certificates to one issuing authority, INZ aims to simplify background checks and lessen confusion from mismatched formats. Although the new rule introduces an additional step for Indian applicants, it should result in quicker and more dependable processing once it is in place.
