In the Council of Ministers meeting chaired by Chief Minister Dr. Mohan Yadav, many decisions were taken in the interest of farmers, pensioners and youth. Kodo-Kutki procurement, Soybean Bhavantar and Silk Samriddhi schemes got approval.

Bhopal. On Tuesday, the meeting of the Council of Ministers was held in Mantralaya under the chairmanship of Chief Minister Dr. Mohan Yadav. Many important decisions related to farmers, entrepreneurs, pensioners and youth of the state were taken in the meeting.

Decision to procure Kodo-Kutki – big benefit to tribal farmers

For the first time, the Council of Ministers has decided to procure Kodo-Kutki from the farmers of major Kodo-Kutki producing districts. Tribal farmers of the state will get huge benefits from this decision.

Under Rani Durgavati Shri Anna Protsahan Yojana, Kodo-Kutki will be purchased from farmers of Jabalpur, Katni, Mandla, Dindori, Chhindwara, Shahdol, Anuppur, Umaria, Rewa, Sidhi and Singrauli districts. Procurement will be considered if there is demand from other districts also.

ShriAnn Consortium of Farmer Producer Company Limited (ShriAnn Federation) will procure about 30 thousand metric tons of ShriAnn Kutki produced in Kharif 2025 from farmers at the rate of ₹ 3500 per quintal and Kodo at ₹ 2500 per quintal.

For this, an interest-free loan of ₹ 80 crore will be given to Sri Anna Federation from the Price Stabilization Fund. Also, an incentive amount of ₹1000 per quintal will be given to the farmers directly in their bank accounts through DBT.

Bhavantar scheme approved for soybean farmers

The Council of Ministers has approved the implementation of the Price Deficit Payment Scheme of the Government of India to benefit soybean farmers in the state for Kharif 2025. In the state it will be known as Bhavantar Yojana. This scheme will be applicable from 24 October 2025 to 15 January 2026. During this period, farmers will be able to sell their soybean in notified markets.

The model rate will be decided on the basis of 14 days’ average selling price (Weighted Average) in the mandis of the state. The difference between the minimum support price (MSP ₹5238) and the actual selling rate/model rate will be given to the farmers directly through DBT.

In principle approval to Silk Samriddhi Yojana

The Council of Ministers has given in-principle approval to implement the Silk Samagra-2 Scheme of the Government of India as Silk Samriddhi Scheme with 25% state share. Under this scheme, assistance will be provided in 23 activities related to silk production.

  • General category beneficiaries: 75% financial assistance
  • Scheduled Caste and Tribe Category: 90% financial assistance

In this, the beneficiary share will be 25% and 10% respectively. This will increase employment in Mulbari, Vanya and Post Cocoon areas and increase the income of farmers.

Earlier the cost of the scheme was ₹3.65 lakh, of which ₹2.08 lakh was given as state aid. Now the unit cost in the new scheme will be ₹5 lakh.

  • General category: Central share ₹ 2.50 lakh, State share ₹ 1.25 lakh, Beneficiary ₹ 1.25 lakh
  • SC/ST category: Central share ₹ 3.25 lakh, State share ₹ 1.25 lakh, Beneficiary ₹ 0.50 lakh

This scheme will prove to be extremely beneficial for silk farmers.

RAMP scheme approved – MSME sector will get encouragement

The Council of Ministers has given in-principle approval to the Raising and Accelerating MSME Performance (RAMP) scheme of the Ministry of Micro, Small and Medium Enterprises of the Government of India in the state. The total budget under the scheme is ₹105.36 crore, of which the state share will be ₹31.60 crore (30%). This scheme will provide opportunities to MSME units to improve performance, capacity and production.

Increase in dearness relief to pensioners

The state government has decided to increase the rate of Dearness Relief (DA) for pensioners and family pensioners.

  • Seventh pay scale: increased from 53% to 55%
  • Sixth pay scale: increased from 246% to 252%

This amendment will be effective from September 1, 2025 (payment month is October 2025). This decision will put an additional burden of approximately ₹170 crore on the state exchequer.

New provisions in Sardar Patel Coaching Training Scheme

The Council of Ministers has approved adding new provisions in the Sardar Patel Coaching Training Scheme (2021). In the current financial year 2025-26 and 2026-27, 5000 youth from backward classes and minorities will be given free pre-examination training for various employment-oriented competitive examinations.

Other decisions in the Council of Ministers meeting

In the meeting, it was decided to give premature promotion to Constable (Visbal) Arun Singh Bhadauria of 15th Corps Visbal, Indore to the post of Head Constable (Visbal).
