Chief Minister Dr. Mohan Yadav presented a rolling budget 2026-27 of Rs 4.38 lakh crore. With the ‘GYANII’ model, emphasis has been laid on the welfare of farmers, youth, women and the poor. Major provisions have been made in infrastructure, agriculture, industry, health and energy.
Bhopal. During the budget session of the Assembly, Chief Minister Dr. Mohan Yadav, while thanking Governor Shri Mangubhai Patel for his address, said that the state government is committed to the welfare of all sections. He said that Madhya Pradesh is the first state in the country which has implemented the concept of rolling budget. A budget of Rs 4 lakh 38 thousand 317 crore has been presented for the financial year 2026-27, which also includes the action plan for the coming years.
The Chief Minister introduced the concept of ‘GYANII’ by adding I for Industrialization and I for Infrastructure to Prime Minister Narendra Modi’s ‘GYAN’ (Poor, Youth, Women, Farmer) mantra. He said that this budget is a strong foundation of developed Madhya Pradesh 2047.
Model of rolling budget and strong economy
The Chief Minister said that the economy of Madhya Pradesh is balanced and future oriented. The state’s gross domestic product is estimated to be around Rs 18 lakh 48 thousand 274 crore in the year 2026-27, which is 10.69 percent more than the previous year. The state’s per capita income has also registered a 9 percent increase. Fiscal deficit is 4.45 percent of GSDP and tax revenue is estimated to increase by 13.57 percent. For the first time, a capital provision of more than Rs 1 lakh crore has been made for infrastructure development.
Internal Security: Full stop to Naxalism
The Chief Minister said that the state has ended the Naxal problem that has been going on for 35 years before the scheduled time. In the year 2025, 10 Naxalites were killed and 13 surrendered. A new path of development has opened up in the affected areas.
Major reforms in health sector and medical college expansion
To strengthen health services, new medical colleges have been started on PPP model. The number of government medical colleges in the state has increased from 14 to 19. ESIC Medical College has started in Indore. Currently, 5,550 MBBS seats and 2,862 PG seats are available. District hospitals in 13 districts are being converted into medical colleges. 46,491 new posts have been approved and the recruitment process has been started for 3,850 posts. ‘Medicity’ is being developed in Ujjain.
Farmer welfare year 2026 and agriculture budget
The government has declared the year 2026 as ‘Farmer Welfare Year’. A provision of Rs 88,910 crore has been made for agriculture and allied sectors. Record wheat and paddy were purchased at support price. Rs 20,213 crore and Rs 1,360 crore bonus were given on wheat. Rs 1,500 crore transferred to soybean growers. The target has been set to create ‘Agri Value Hub’ by connecting agriculture with technology, natural farming and agri tourism.
Industrial Development and 25 New Policies
25 new industrial policies have been implemented in the state. 48 industrial parks are being developed. Investment proposals worth Rs 30 lakh crore were received, out of which Rs 9 lakh crore are on ground. More than 23 lakh MSME units are operational, providing employment to 1.25 crore. PM Mitra Park in Dhar is developing as a textile hub.
Dairy, Energy and Solar Mission
The target is to increase milk collection to 52 lakh litres. ‘Self-reliant Cowshala Policy-2025’ has been implemented. The state has become a power surplus state. Floating solar project has been made in Omkareshwar and Sanchi has been made solar city. An investment of Rs 70 thousand crore is proposed in the energy sector.
Women empowerment and social justice
47 percent of startups in the state are run by women. 35 percent reservation has been given in government jobs. The scholarship income limit for tribal and weaker sections has been made Rs 8 lakh. 94 Sandipani and 63 Eklavya schools are operated.
Infrastructure, Tourism and Simhastha 2028
There is a provision of more than Rs 1 lakh crore for infrastructure. New airports and highways are being developed in the state. More than 13 crore tourists came in tourism. Works worth Rs 13,851 crore have been approved for Simhastha 2028.
Resolution of Developed Madhya Pradesh 2047
The Chief Minister said that the target is to make Madhya Pradesh a 2 trillion dollar economy. A vision has been set to take the per capita income to Rs 22 lakh. This budget presents a roadmap for all-inclusive development by keeping the poor, youth, women and farmers at the center.
