Like mobile number portability, LPG customers will soon be allowed to change the supplier without changing their existing connections. This will give them more options and better service. Oil regulator PNGRB has sought suggestions from stakeholders and consumers on the ‘LPG Interoperability’ draft.

Petroleum and Natural Gas Regulatory Board (PNGRB) said in the notice that in situations where a local distributor faces operating obstacles, consumers often have limited options and have difficulties. After getting the comments, PNGRB will prepare rules and guidelines for LPG portability and will set the date to implement it in the country.

It said, “There may be other reasons, and the consumer should have freedom to choose LPG company or dealer, especially when the price of the cylinder is the same.” In October 2013, the then government started a pilot portability of LPG connections in 24 districts of 13 states and in January 2014, it extended it across India and included 480 districts. However, consumers were given only limited options to change their dealers in 2014, not the oil company.

What was the problem earlier

At that time, the portability between companies was not legally possible, as according to the law, the LPG cylinder of a particular company had to submit only to the same company for refill. PNGRB is now talking about allowing portability among companies. The regulator said, “PNGRB, LPG invites consultations from consumers, distributors, civil society organizations and other stakeholders to strengthen the continuity of supply and protect the confidence of consumers, which can facilitate refill on time.”
