New Delhi: National capital vehicle owners will get another chance to clear their old traffic challans at a discount during the National Lok Adalat on November 8, 2025. The Delhi State Legal Services Authority will organise this one-day event across the city.
Only challans listed on the Delhi Traffic Police website till July 31, 2025, and already sent to the virtual court, will be taken up during this Lok Adalat. Cases without an online token and appointment letter will not be accepted, so vehicle owners must complete online registration before visiting.
How to register for the Lok Adalat
To take part, applicants need to visit the National Legal Services Authority (NALSA) website and select the Lok Adalat registration option. They must fill out the form, upload the necessary documents, and submit it online. After that, they will receive a token number and appointment letter through their registered phone number or email. The appointment letter will mention the date, time, and venue of the hearing.
Applicants must reach the court one hour before their slot and carry original documents, a printed copy of their challan, and the appointment letter. Without these, cases will not be heard.
Where the Lok Adalat will be held
Hearings will take place in seven district courts across Delhi:
- Patiala House Courts
- Karkardooma Courts
- Tis Hazari Courts
- Saket Courts
- Rohini Courts
- Dwarka Courts
- Rouse Avenue Court
Only those challans that appear on the Delhi Traffic Police website before July 31 and have been sent to the virtual court will be considered. Challans should be downloaded using the Delhi Traffic Police website link or QR code and printed before the visit, as there will be no printing facility available at the venue.
The download link for challans will become active at 10:00 AM on November 3, and up to 50,000 challans per day can be downloaded. The total download limit will be 2 lakh challans across all users.
Challans eligible for a rebate or waiver
The Lok Adalat will provide relief for minor traffic violations, including:
- Not wearing a seat belt
- Riding without a helmet
- Jumping a red light
- Wrongly issued challans
- Over-speeding
- No valid PUC certificate
- Wrong parking
- Driving without a licence
- No vehicle fitness certificate
- Driving in the wrong lane
- Ignoring traffic signs
- Missing number plate
These challans may be fully waived off or settled at a reduced amount, depending on the judge’s decision.
Challans not eligible for waiver
Some serious offences will not be considered for settlement, such as:
- Drunk driving
- Hit-and-run cases
- Death caused by negligent driving
- Driving by minors
- Illegal racing or speed trials
- Using vehicles in criminal activity
- Cases already under court trial
- Challans issued outside Delhi
How the process works
Cases will be heard according to token numbers. Judges will verify each challan and decide whether to reduce or cancel the fine. In some cases, repeat offenders may still have to pay penalties. Once the judge makes a decision, the matter is treated as closed.
Apart from traffic challans, the Lok Adalat will also hear family, property, and civil disputes under the Legal Services Authorities Act, 1987.
