The Uttar Pradesh government has given major relief to about 1.68 lakh employees and their families by significantly increasing the honorarium of two major sections of the education sector, Shikshamitras and part-time instructors. In the budget session of the Assembly, Chief Minister Yogi Adityanath had announced that from April 1, 2026, Shikshamitras working in the state will be given an honorarium of Rs 18,000 and part-time instructors will be given Rs 17,000 per month (11 months per academic session). This will impose an additional annual financial burden of more than ₹1,480 crore (approximately ₹1,480.43 crore) on both the categories combined. This will be borne jointly by the state and central governments. This decision makes it clear that the government is giving priority to education and the human resources associated with it.

Education system will get new strength

The increase in honorarium will not only improve the living standards of Shikshamitras and instructors, but will also increase their efficiency and morale in schools. This is expected to strengthen the quality of education in rural and remote areas. At present 1,43,450 Shikshamitras are working in the state. Till now he was being given an honorarium of Rs 10,000 per month (11 months). According to the new announcement, this amount has been increased to Rs 18,000 per month. In this way, the government will spend Rs 88,000 as annual additional expenditure per Shiksha Mitra, whereas this annual expenditure on all Shiksha Mitras will be approximately ₹ 1,262.36 crore. This amount will be borne by the state and central government, which shows the commitment of the government in the education sector. It is noteworthy that Shikshamitra Scheme was implemented under the Government Order dated 1 July 2000, the objective of which was to maintain the teacher-student ratio of 1:40 in council schools. Shikshamitras are responsible to the Village Education Committee and do teaching work under the guidance of the Headmaster. From time to time, various organizations of Shiksha Mitras have been demanding increase in honorarium. The current announcement is being seen as a solution to long-standing demands.

Big relief to instructors too

Similarly, a total of 24,781 part-time instructors of art education, health and physical education and work experience education are working in the upper primary schools of the state. At present he is being given an honorarium of Rs 9,000 per month. Now this amount has been increased to Rs 17,000 per month. Thus, the annual additional expenditure per instructor will be Rs 88,000 and the overall annual additional financial expenditure will be approximately ₹ 218.07 crore. In the year 2013, part-time instructors were appointed on contract basis for arts, health and physical education and work experience subjects in 13,769 upper primary schools with student strength more than 100. In the year 2022, the Yogi government had increased his honorarium from Rs 7,000 to Rs 9,000. Now increasing it to Rs 17,000 per month will strengthen co-scholastic activities in school education.

Surbhi Gupta and Sarita Varshney also termed it as a welcome step and expressed expectation of future cooperation, while Mohit Kumar, technical instructor in Rampur, described the honorarium increase as an encouraging and inspiring decision.
