Many works will be halted if toll is outstanding.
If toll tax is outstanding on your vehicle then now any important government work will not be done easily. The Central Government has made a major change in the motor vehicle rules and made it clear that until the toll dues are not paid, many vehicle related works will be stopped.
The government has implemented the Central Motor Vehicles (Second Amendment) Rules, 2026. Its objective is to strengthen toll collection on the National Highway and to stop toll evasion.
What changed under the new rules?
Now vehicles on which toll money is pending will not get NOC to transfer the vehicle from one state to another. The fitness certificate of the vehicle will not be renewed. National permit will not be issued to commercial vehicles.
New definition of outstanding toll
The government has given a new definition of unpaid user fees. Meaning, if the vehicle passes the toll plaza and the money is not deposited in the electronic system, then that toll will be considered outstanding.
Now information will have to be given in the form also
In the form (Form-28) that is filled for NOC, it will now be necessary to mention whether there is any toll outstanding on the vehicle. Now this form can also be filled online.
Digital toll system will get a boost
The government says that these changes will help in implementing the barrier-less toll system (MLFF) in the future, through which the vehicle will be able to pass through the highway without stopping and the money will be deducted automatically. With these rules, NHAI will get transparency in toll collection, better use of technology and more resources will be available for the maintenance and development of highways.
