What If Noida Backets Municipal Corporation
The Supreme Court has said many strict things about the New Okhla Industrial Development Authority (NOIDA). If the Uttar Pradesh government executes the order of the Supreme Court, then here too, it will become a municipal corporation like other cities. If this happens, there will be many big changes. More than half of the work of New Okhla Industrial Development Authority will go to it. The election of the mayor and the council will also be held. There will be many more changes as the DM power increases.
Now the question is, why did such a situation come? Despite being a New Okhla Industrial Development Authority, why is there talk of creating a municipal corporation? If this happens, whose rights will increase, whose will decrease and who will become powerful? What responsibility do this authority has now? The biggest question is, when all the schemes of development are responsible for the authority, then what is the role of the District Magistrate of Gautam Budh Nagar? Understand in easy language.
What is the work of New Okhla Industrial Development Authority?
A new SIT was formed to investigate the connivance of the officers and builders of the New Okhla Industrial Development Authority (NOIDA). The Supreme Court has asked the Uttar Pradesh government to form a local body for this area.
Three special authorities were formed at different times in Gautam Budh Nagar district. The New Okhla Industrial Development Authority was formed in the year 1976. If the time progressed, the Greater Noida Industrial Development Authority was formed in the year 1991. Another Industrial Development Authority was formed in the year 2001. Named Taj Express Way Industrial Development Authority. Later its name was changed to the Yamuna Expressway Industrial Development Authority.
In this authority, along with Gautam Buddha Nagar, parts of Mathura, Bulandshahr, Aligarh etc. come. All three of these authority may be formed at different times but they have been formed from the same Industrial Act Uttar Pradesh Industrial Area Development Act 1976.
This is a very strong act and because of this the authorities also have unlimited rights. They do not need to go to the District Magistrate or any other department officer for any work except land acquisition. Yes, the help of the police has to be taken in law and order.
Gautam Budh city district with three authority
This area used to be a part of Ghaziabad district before the formation of New Okhla Industrial Development Authority. Gautam Budh Nagar district became about 21 years after the formation of NOIDA. At that time, in this newly formed district, Ghaziabad and villages of Bulandshahr, urban areas were taken.
Being very close to Delhi, NOIDA was very important. Its main task was decided to do planning, development and management in the notified area. Therefore, the authority fixed for the local body has also been performing the authority.
Noida, Greater Noida and Yamuna Authority are the three development authorities of urban administration and development in areas. There is no interference of any other officer in their area.

How many rights have noida?
- The major rights of Noida include land acquisition and development of land, master plan, sector planning, plot, industrial sheds, group housing, allocation of commercial plots, implementing building bylows and development control rules, passing maps and issuing compulsion and occupancy certificate.
- Illegal construction, action on encroachment, development fee, lease rent, compounding fee etc. are also in their authority.
- The Authority also constructs and maintaining and maintaining basic urban services such as roads, drainage, sewerage, drinking water, street lights, parks and public places in its area.
- Traffic engineering related work such as intersections, coordination of signaling, parking policy also implement the authority under its purview, while the traffic police is controlled by the Commissioner of Police.
- Property also issues licenses, permissions for the conduct of lease, transfer, land use change, advertising/competition permissions and some business activities. Similar rights are also with other two authorities.
If Noida Municipal Corporation is formed, whose power will increase?
According to the intention of the Supreme Court, if the UP government gives the status of Municipal Corporation to Noida, then more than half of the Industrial Development Authority will be responsible for it. The mayor and councilor will also be elected here. So far no such system is here. All the rights are confined to the Noida Authority.
The rights of the District Magistrate will increase if the Municipal Corporation is formed. That is, the Municipal Corporation and the District Magistrate will be powerful. The scope of the authority will be reduced. Now the District Magistrate and Municipal Corporation understand the works.
Then what is the work of the District Magistrate?
The role of the District Magistrate of Gautam Buddha Nagar is very limited due to being three-three Industrial Development Authority. Because the work of urban development is with these authorities, then the work of law and order is responsible for the police commissioner. When the police commissioner system was not applicable here, the responsibility of law and order was formally with the District Magistrate. Here the responsibilities of DM are now as the head of the revenue administration.
He has a nodal role in the process of land records, determination of circle rate, monitoring of stamp and registration, land acquisition/rehabilitation-transit and tehsil/SDM system is directed. As a district level chairman of the Disaster Management Authority, coordination in the situations like disaster preparation, relief and rehabilitation, epidemic or flood is his primary responsibility.
He is the District Election Officer in election related work. The DM also has monitoring the schemes related to arms license, essential commodity act, public distribution system, revenue collection, social welfare of the state and central government. He also has a major role in industrial disputes/high-level coordination of labor-administration, and diverse statutory licensing, permissions.
As the head of the district administration, DM’s participation in the policy, crisis coordination, restrictive orders/comprehensive administrative decisions related to peace and order is still left. The direct role of DM in rural areas and parts of the authority area appears even more clear and wide.
What does Municipal Corporation do?
- Basic civil services to the people of the city are one of the main responsibilities of the Municipal Corporation. It is the responsibility of the corporation to ensure the supply of clean and adequate drinking water, maintaining water distribution network. Garbage-waste collection, transport and disposal arrangements, construction and maintenance of public toilets, cleaning drains and sewer lines also come under the responsibility of corporation.
- The parts of the city which have developed and handed over to the Municipal Corporation by any authority, construction of roads, repair and maintenance, construction of bridges and flyover etc. are also the responsibility of the Municipal Corporation. It is also the responsibility of this organization to ensure adequate lighting on public places and roads, proper arrangements for the drainage of rain water.
- It is also the responsibility of municipal corporations to maintain epidemic control and public health awareness programs, cooperation in vaccination campaigns and primary health services, birth and death registration, graveyard and cremation ghats.
- It will also be the responsibility of this organization to take action against illegal constructions and encroachments in your area, urban beautification and developing green areas. It will be the responsibility of this organization to manage markets and commercial sectors, along with the operation and maintenance of primary schools, development and maintenance of public libraries, museums and art galleries, promoting cultural programs and festivals.
- It is also the responsibility of the Bagar Corporation administration to issue licenses for businesses and establishments, make rules for advertising and hoarding.
How does the municipal corporation fill the treasure?
Municipal corporations raise funds from various sources for their works. Property tax, water tax and sewer are prominent among them. Professional taxes, advertising taxes, market charges and license fee are the major sources of income of this organization. Municipal corporations also get grants from the state government.
NP Singh, Aceo of Noida and District Magistrate of Gautam Budh Nagar, says that the Industrial Authority under which these industrial authority has been formed is very powerful. All the interests of the state government are safe, so neither is there any concern nor is ready to take any initiative. Had it not been so, the municipal corporation would have already been formed. Why the Supreme Court needs to order. WhenIf unlimited rights are given to an individual or institution, there will be disturbances.
Today the role of Gautam Budh Nagar District Magistrate has been limited so much and no one is worried. They say that the dignity of the post of District Magistrate is. It is also the responsibility of the state government to maintain it. It will be interesting to see how the state government acts on the order of the Supreme Court?
