IAS Rinku Singh Rahi asked for ‘demotion’? Sent a 7-page letter to the President, what will the government do now? IAS Officer Rinku Singh Rahi Seeks Return To PCS Sends Technical Resignation To President

Rinku Singh Rahi IAS Resignation: UP cadre IAS officer Rinku Singh Rahi has written a letter to the President demanding to relieve himself from IAS and send him back to PCS. Saying that he has not got work for eight months, he has raised questions on the system. Now the eyes of the Central and UP governments are fixed on this.

The decision of an IAS officer of Uttar Pradesh cadre has become a topic of discussion in the administrative circles these days. 2023 batch IAS officer Rinku Singh Rahi has sent a 7-page ‘technical resignation letter’ to President Draupadi Murmu. In this letter, he has appealed to relieve him from IAS service and send him back to PCS (Provincial Civil Service).

Rahi says that he has not been given any concrete responsibility for the last several months. I am getting salary but not getting opportunity for public service. According to him, this situation is against his moral principles.

“Getting salary, but no work”

In his letter, Rinku Singh Rahi has written that he has not been given any important responsibility for the last eight months. At present he has been attached to the Revenue Council, where he is only getting salary but is not being given any real work. It is said that when he was posted as SDM in Shahjahanpur, he had taken many strict actions. After this, the news of his being sidelined came to light.

Rahi has also alleged in his letter that a kind of “parallel system” is running in the system, in which officers working honestly do not get adequate responsibility.

Can IAS be converted back to PCS?

This whole matter has raised a big question, can an IAS officer return to PCS again? On this question, former Chief Secretary of Uttar Pradesh Alok Ranjan says that this process is very rare and complex. According to him both the services are completely different.

  • IAS service comes under Union Public Service Commission (UPSC)
  • PCS is a provincial service of the state government

When an officer is selected in IAS, he formally resigns from the PCS service. In such a situation, it is not considered technically possible to send him back to PCS.

Being a UP cadre, the opinion of the state government is important.

The final decision in this matter will be taken at the central level. Rinku Singh Rahi’s letter has gone to the Department of Personnel (DoPT) of the Central Government and the President. However, since he is an officer of Uttar Pradesh cadre, the opinion of the state government will also be considered important. At present, no official statement has come from the Yogi Adityanath government on this matter. Former Chief Secretary Alok Ranjan says that this matter can also be resolved through talks. If the officer wanted to resign completely, he would have sent the resignation directly to his department head or the concerned authority.
