Addressing the media, Vaishnav said that the Cabinet has approved an amount of Rs 11,718.24 crore for Census of India 2027 and described it as the world’s largest administrative and statistical exercise. Census 2027 will be the 16th census of the country and the eighth census after independence. According to the government’s plan, the decennial census will be conducted in two phases. The first phase, house listing and housing census, will be conducted between April and September 2026. The second phase, population census, is scheduled for February 2027. However, due to adverse weather conditions in snow-clad and irregular areas including Ladakh, parts of Jammu and Kashmir, Himachal Pradesh and Uttarakhand, the population census will be conducted earlier in September 2026.

This is how the census will be done

Highlighting the large scale and technological changes of this process, Vaishnav said that Census 2027 will be India’s first digital census. Data will be collected using mobile applications compatible with both Android and iOS platforms, while a Central Census Management and Monitoring System (CMMS) portal has been developed to manage and monitor the entire process in real time. 30 lakh employees will be in the field

Around 30 lakh field staff will be deployed to complete this huge census task, which includes census workers, supervisors, master trainers, officers in charge and district census officers. Census workers, most of whom are government teachers appointed by state governments, will perform census-related work in addition to their regular responsibilities and will be paid appropriate honorarium. Additional census staff will be appointed at sub-district, district and state levels for monitoring and coordination. As per the decision taken by the Political Affairs Committee of the Cabinet on April 30, 2025, Census 2027 will include caste enumeration. Caste related data will be collected electronically during the population census phase.
