Although International Driving Permit (IDP) is required for such routes, but IDP is not mandatory for Indian citizens traveling to Myanmar, still it is advisable to carry it with you to avoid any dispute with Myanmar political groups or authorities. Furthermore, license is also required because without it, the IDP would not be considered valid. IDP is also required if you are renting a car in your home country.
