The Government of Gujarat passed the ‘Public Industry (Amendment) Bill-2025’. 516 provisions will be removed from crime free and imprisoned for imprisonment on small crimes. This will give great benefit to Ease of Doing Business, MSME and Startups.
Gandhinagar, 09 September: The Gujarat government has taken an important initiative in the direction of developed India@2047 under the direction of the visionary leadership of Prime Minister Shri Narendra Modi and the guidance of Chief Minister Shri Bhupendra Patel.
Today, Gujarat has become the first choice of investors from all over the world due to the Vibrant Gujarat Global Investors Summit and Policy Drive Governance. The aim of the state government is to make the thinking of earning well, living well, promoting ‘Ease of Doing Business’.
Gujarat Public Industry (Amendment) Bill-2025 presented in the assembly
On the second day of the seventh session of the 15th Gujarat Legislative Assembly, Industries Minister Shri Balwant Singh Rajput presented ‘Gujarat Public Industry (Amendment in Provisions) Bill-2025’ in the House.
This bill is a major step towards Chief Minister Shri Bhupendra Patel’s simplicity and transparency. Through this, the adherence to laws will be easier, the tax system will be digital and the business will be simplified. Also, it will also be helpful in reducing the burden on the judiciary.
Emphasis on stable policies and business environment
Industry Minister Shri Rajput said that stable policies and good business environment is very important for the development of any country. Under the leadership of Prime Minister Shri Narendra Modi, the Central Government has always emphasized on making laws modern, flexible, peepal friendly and trust based.
In the year 2023, the Central Government implemented the Public Responsibility Act, under which more than 40 thousand changes were made to reduce compliances. Recently, the public confidence Bill 2.0 has also been introduced in Parliament. The Gujarat government has prepared its public confidence (amendment) Bill-2025 after studying it in depth.
516 provisions to be relieved of crime
Chief Minister Shri Bhupendra Patel has always emphasized on improving quantum jump. The purpose of this bill is also the same. 516 provisions under 6 departments of the state government and 11 laws and rules will be disconnected.
- A provision will withdraw the section of imprisonment
- 17 provisions imprisoned or fine will be converted into penalty
- Fine will be converted into penalty in 498 provisions
In addition, the provision of accepting the amount in cases of violation of officers in 8 laws will be added.
Less serious mistakes will no longer be imprisoned
The bill provides for financial penalty by removing the sentence of imprisonment on small and less serious violations. Its aim is that people become a habit of following law, but they do not have to face unnecessary fear. These changes will be applicable in areas like urban development, labor and skill development, Narmada and Water Resources, Industry and Mines, Agriculture and Cooperation and Finance Department.
Startups and MSME will get a big benefit
This bill will be particularly beneficial for startups and MSME sectors. For small mistakes, now they will get a chance to pursue their business without fear of criminal action. This will strengthen the MSME ecosystem in Gujarat and entrepreneurs will get better development opportunities.
Strengthen the confidence between the government and the citizens
The Industries Minister said that the purpose of this bill is not only to improve rules, but to promote trust based governance between the government and citizens. Through this:
- Problems of delay in filing and license renewal will be reduced
- Criminal charges on small violations will get relief
- The burden on the judiciary will be reduced
- Corrective steps will get priority
Gujarat beyond other states
Gujarat has improved the most laws and provisions compared to other states passing public confidence law at the state level. The bill will speed up both Ease of Doing Business and Ease of Living in Gujarat.
The ‘Gujarat Public Respondence (Amendment in Provisions) Bill-2025 will not only promote trade and investment, but will also prove to be a big step in the development of the state by taking out small crimes out of the criminal category. The bill will further strengthen the identity of Gujarat and establish the state as a role model for the country.
