Uttar Pradesh achieved first position in the country by purchasing Rs 22,337 crore through GeM portal. MSME participation increased, savings of Rs 9700 crore were achieved and 80% reduction in complaints was recorded due to transparent process.

Chief Minister Yogi Adityanath reviewed the government purchases made by Uttar Pradesh in the financial year 2025-26 and the GeM purchase policy implemented on November 26, 2024 on the GeM portal. He said that the Government of India has praised the GeM policy of Uttar Pradesh, calling it an ideal model and has advised other states to adopt it.
Gem policy increased transparency, purity and inclusivity
During the review, it was told that with the implementation of this policy, there has been a big improvement in transparency, cleanliness and inclusivity in the government procurement process. The result is that the state government is getting benefits at both economic and social levels.
Procurement worth Rs 22,337 crore: UP becomes leader in the country
The Chief Minister expressed satisfaction that Uttar Pradesh is at the top position in the country in terms of purchases on GeM portal. In the financial year 2025-26, the state made procurement worth Rs 22,337 crore through the GeM portal, which is a testament to the transparent system.
Big benefit to MSME and local industries
There has been a significant increase in the participation of micro and small industries (MSME) through GeM portal. Their contribution has increased from 43 percent to 55 percent. In this, the contribution of local MSMEs of Uttar Pradesh has reached 82 percent, which has strengthened the local industries.
Saving of Rs 9700 crore from reverse auction
The state government has saved more than Rs 9700 crore through the reverse auction process of GeM portal. This is a great example of transparency and efficiency in government spending.
Promotion of women, SC-ST and startup entrepreneurs
Various categories of entrepreneurs have also got huge benefits from this policy:
- 44% increase in business of women entrepreneurs
- 48% increase in SC-ST entrepreneurs
- 50% increase in business of startups
This is an important step towards inclusive development.
More than 80% reduction in complaints
Due to the transparent procurement system, complaints related to government purchasing have reduced by more than 80 percent. This has made the process fast, simple and effective.
Business worth Rs 42,648 crore to UP vendors
Due to the improved GeM system, sellers of Uttar Pradesh got a total business worth Rs 42,648 crore. Of this, business worth Rs 15,617 crore was received within the state, while business worth more than Rs 27,000 crore was received from the central government and other states. This shows the increasing competitiveness of the sellers of UP.
Instructions to other departments also to adopt GeM portal
The Chief Minister directed that all departments should compulsorily adopt procurement through GeM portal. He directed to link the GeM portal with the treasury and form a post-based permanent purchasing committee, so that the process can become more transparent, systematic and fast.
