Chief Minister Bhupendra Patel started the National Conference on Land Administration and Disaster Management in Gandhinagar. He said that land is the backbone of our civilization and Gujarat has introduced a new model of transparent, good governance through digital platforms.
Another chapter has been added to the development journey of new India. The National Conference on Land Administration and Disaster Management started in Gandhi Nagar on Friday, the theme “Sustainable development, economic progress and social justice with good governance”. Chief Minister Bhupendra Patel presided over the inaugural session and said that land is not only the property but the foundation of civilization, the basis of income of farmers and the axis of economic progress.
Chief Minister puts the face of land management changed from Vision – Digital India
The Chief Minister said that the Digital India Land Records Modernization Program (DILRMP), launched under the guidance of Prime Minister Narendra Modi, is making the administration transparent and simple. He proudly said that Gujarat had digitized the land records of the farmers through the e-Dhara scheme in the year 2005 itself.
He said that more than 35 services associated with land records are now completely online. Digital platforms such as I-ORA portal and GARVI 2.0 have enabled the measurement and record process to complete in 21 days. This has not only reduced land ownership disputes but common citizens are getting the rights of rights sitting at home.

Gujarat becomes a role model of land administration
Chief Minister Bhupendra Patel said that Gujarat has made the transparent administration public oriented by its efforts. He informed that all services related to land, registration and ownership for citizens in the state will be available on integrated applications. Also, citizens are getting index 2 and land documents online now.
Patel said that Gujarat has converted disaster management under the leadership of Prime Minister Modi into an opportunity. The steps taken by the state towards reconstruction after the 2001 earthquake inspired the country. Today, Gujarat is capable of encountering disasters like storm, heavy rain and cyclone with zero casualty. He informed that 76 multipurpose centers have been set up in 11 coastal districts under the National Cyclone Risk Mitigation Project in the state.
Important announcements and MoUs made at the conference
In this conference, important MoUs were signed with teaching and technical institutions for Center of Excellence. The Chief Minister distributed ownership cards, security kits and residential plots to the families of the nomadic castes. Senior officials associated with revenue and disaster management of various states and union territories participated in this program organized under the inspiration of the Prime Minister. On this occasion, the inauguration of new revenue offices and residential buildings, demonstration of new policies and state revenue diary were also released.
Central Government Secretary said – Use of drone technology in land survey
Manoj Joshi, Secretary, Land Resources Department of the Center, said that now the land survey in the country is being done with drones and smart techniques instead of traditional methods. Gujarat has first implemented it and this system will be active in the entire state in the next 2-3 years.
Glimpse of Gujarat’s good governance model
Additional Chief Secretary, State Revenue Department, Dr. Jayanti Ravi said that 2389 new patwaris are being recruited to make the services related to land administration and disaster management easier. He informed that during the conference, there will be seminars and panel discussions on 8 subjects in which innovations like I-ORA, e-dhara and integrated land administration system will be discussed.
