CSIR Startup Conclave 2025, CM Yogi Adityanath in Lucknow said that UP is the hallmark of Trust of Doing Business today. There are more than 17 thousand startups and 8 unicorn active in the state. MSME and Odop have given new height to exports.
Lucknow. Chief Minister Yogi Adityanath attended the closing ceremony of CSIR Startup Conclave 2025 held in Lucknow on Monday. On this occasion, he observed the exhibition and said that Uttar Pradesh has given a great atmosphere of security in the last eight and a half years.
He told that now UP has become the center of fearless business. UP is a leader in Ease of Doing Business and has now become a new identity “Trust of Doing Business”. Security, convenience and strong ecosystem are essential for business, and all three are present in UP today.
Government support from laboratory to industry
The Chief Minister said that the government is not just making policies, but is giving wings to the views of youth, entrepreneurs and scientists. The government stands with every qualified startup. He said-
Every research product should be made, every product should become industry and every industry should become the power of India. This is the mantra of developed India and developed UP.
Progress with science and technology
The Chief Minister thanked Prime Minister Narendra Modi, with the help of which this conclave was held. He said that the directors of NBRI, CDRI, IITR and CIMAP presented future plans. Yogi ji said that the more investment in science and technology, the more progressive the society will be and the same country will move forward and lead the world.
Increasing number of startups and unicorn in Uttar Pradesh
The Chief Minister said that startup ecosystem in India has increased rapidly in the last 11 years. Today India has 1.90 lakh startups and we are third after America and Britain.
There are more than 17 thousand startups active in Uttar Pradesh, including 8 unicorn. 72 incubators and 7 Center of Excellence have been established in the state. The government has given financial assistance of Rs 137 crore to promote startups.

Innovation in healthcare, agri and biotech
He said that startups have done remarkable work in areas like Healthcare, Agriculture, Biotech, Beauty and Environment.
Earlier research was limited to laboratories, but now work is being done towards “Lab to Land” and “Lab to Industry”. This collaborative Bhavna will connect startups to the market and ensure their success.
Success of Odop and MSME
The Chief Minister said that UP is becoming global tech and innovation hub today. Giving the example of One District, One Product (ODOP) scheme, he said that traditional industries and MSMEs have been linked to technology, design, packaging and market. The result is that today an annual export of Rs 2 lakh crore is being done from UP. Before 2017, there was a migration of youth and workers, but now 2 crore people are getting employment in 96 lakh MSME units. 77 products from 75 districts of the state have got GI tag, increasing their global demand.
Achievements of four central laboratories
The Chief Minister appreciated the four central laboratories:
- NBRI: Promoted organic farming on 9 lakh acres of land.
- CDRI: Pharma and medical devices promoted by research of new drugs.
- IITR: Important research in areas with arsenic and fluoride problems.
- CIMAP: Gave a new direction on products related to pipermint and spiritual tourism.
This two -day conclave gave new energy to the startup ecosystem not only Uttar Pradesh, but not only Uttar Pradesh, but the startup ecosystem of the entire country. Many MoUs were signed during this period and many startups launched their products.
Lucknow will become startup and biotech hub
In the program, Union Minister Dr. Jitendra Singh said that Lucknow can also become a big center like Hyderabad and South India in terms of startups. He appreciated the cooperation and guidance of Chief Minister Yogi Adityanath. He told that:
- The whole world received a mint bullet from Lucknow.
- The Central Electronic Limited at Sahibabad came into profit from the deficit.
- In 1977, India’s first solar cell was formed from UP.
- A new Biotech Park and Science Museum will soon be established in Lucknow.
- The old botanical garden and swastik Lotus Garden here can become a big tourist center in the future.
Scientists, industrialists, CEOs, VCs, heads of academic institutions, progressive farmers and other stakeholders were present on the occasion.
