Chhathi Maiya is the form of nature itself.
According to the Prakriti section of Brahma Vaivarta Purana, Goddess Nature, the presiding deity of the universe, has five parts – Durga, Radha, Lakshmi, Saraswati and Savitri. These five goddesses are called the perfect nature. An important part of Goddess Nature is called Devasena, who is considered to be the best mother. She is also the protector goddess of children of all the worlds. Being the sixth part of nature, she is also named Shashthi Devi, whom we worship on the day of Chhath. Chhath is a corrupted form of Shashthi. That’s why Shashthi Devi also has another name, Chhath Maiya.

To whom did Chhathi Maiya appear first?
According to Devi Purana, there was a king named Priyavad in Satyayuga. When their first child was born, he died shortly afterwards. He felt very sad to see this. When King Priyavad was going to perform the last rites of his child, Goddess Shashthi appeared there and took the dead child in her lap and revived him. In this way Goddess Shashthi started being worshiped as the protector of small children. The day when Shashthi Devi gave life to the child of King Priyavad, that day was Shashthi Tithi of Shukla Paksha of Kartik month. Since then the tradition of Chhath Puja started on this date which continues till today.
Why do we worship Chhath Maiya along with Sun God?
According to religious texts, Shashthi Devi is the sister of Sun God. On the occasion of Chhath Puja, both brothers and sisters, Suryadev and Shashthi Devi, are worshipped. While Goddess Shashthi protects children, the world gets life from the light of Sun God. Therefore, on the occasion of Chhath Puja, there is a tradition of worshiping Shashthi Devi along with Sun God.
