However, he also taught that this ‘enemy’ can be converted into a ‘friend’.
The basic mantra of Chanakya’s foreign policy was that we should always be vigilant, but should not incarnate our neighbor unnecessarily. He said that a king should understand the power of his neighbor, his weaknesses, and his intentions well.
Use of sam, price, punishment, distinction
To maintain relations with neighboring states, Chanakya suggested four policies. Sama, price, punishment, and distinction.
Sama (reconciliation) This means solving problems through diplomacy and interaction. Chanakya believed that war should be the last solution.
Price (money) If there is any problem with the neighboring state, it can also be solved by giving gifts or financial assistance. It can be an effective way to strengthen friendship.
Punishment (force) When all other measures fail, Chanakya suggested to use force. He said that it is necessary to show power for his safety, but only when there is no other option left.
Distinction (split) If a neighboring state is becoming very powerful and there is a threat to you, then it can be weakened by dividing it. However, this is a dangerous policy and should be used very carefully.
Shakti balance and military preparation
Chanakya always insisted on placing a strong and organized army. He believed that only a powerful nation could establish peace. He had said that he should be equal or more powerful as his neighbor so that he could not dare to attack you.
