Canada to Exempt Master’s and PhD Students from Study Permit Caps in 2026

Exciting news for International Students! Beginning January 2026, Canada will make it easier for international master’s and PhD students to study in the country. Under the new Immigration Levels Plan 2026–2028, graduate students at public universities will no longer be affected by the federal study permit cap.

Faster Visa Processing for PhD Students

In addition to the exemption, PhD applicants from outside Canada will have their study permits processed within 14 days. This fast-track option also includes accompanying family members.

The Canadian government has launched a new IRCC webpage for graduate students. It shares information about study options, scholarships, and work opportunities after graduation.

Why the Change Matters

This move comes shortly after Canada announced plans to reduce the number of international students overall. While the government is restricting undergraduate and college-level permits, it aims to continue attracting top research talent.

Graduate students are seen as important contributors to Canada’s innovation and are more likely to remain in the country after finishing their studies.

Canada’s Study Permit Targets

Here’s how the new student intake will look between 2026 and 2028:

Year Target (New Arrivals) Range
2026 155,000 150,000–160,000
2027 150,000 145,000–155,000
2028 150,000 145,000–155,000

These numbers apply only to new arrivals joining programs longer than six months at approved Designated Learning Institutions (DLIs). Short programs and students on visitor visas are not included in the count.

Balancing Growth and Sustainability

The cap on study permits is part of Canada’s larger plan to reduce the overall temporary resident population to below 5% of the total by the end of 2027. This includes international students, temporary workers, and other short-term residents.

This follows years of rapid population growth that have added pressure on housing, healthcare, and infrastructure.

What This Means for Future Students

In short, while Canada is tightening the rules for most international students, it’s protecting pathways for master’s and PhD candidates who contribute directly to research and long-term economic growth.

For anyone planning graduate studies abroad, this policy keeps Canada among the most welcoming options for advanced education.
