The UP Cabinet has decided to open Divyangjan Empowerment Centers (DDRC) at all divisional headquarters. Services like treatment, counselling, training and UDID will be available in these centers equipped with modern facilities. This initiative is an important step towards inclusive development.
Lucknow. Uttar Pradesh Cabinet took a big decision on 02 December to promote empowerment and inclusive development of persons with disabilities. Now Divyangjan Empowerment Centers (DDRC) will be established at all the divisional headquarters of the state.
Backward Class Welfare and Disabled Empowerment Minister Narendra Kashyap expressed gratitude to Chief Minister Yogi Adityanath for this important decision. He said that this historic step will remove obstacles in the life journey of persons with disabilities and shows the government’s sensitivity and commitment towards their well-being.
Action plan ready for setting up centers
Minister Narendra Kashyap said that the department has started preparing an action plan to implement the cabinet decision. It is proposed that at least 8 technical officers and staff be deployed at each DDRC centre. These officers will handle the problem solving, counselling, treatment and rehabilitation of the disabled people.
Digital registration system and online tracking system of DDRC centers will also be developed to ensure quick and transparent resolution of the problems of persons with disabilities. Through these centres, disability from birth to any age will be identified and resolved.
All DDRC centers will be equipped with modern facilities
The main objective of the cabinet is to provide all the facilities like medical, education, counselling, training and assistive devices to the disabled people at one place. At present DDRC is operating in 11 divisions of the state. Now new centers will be opened in the remaining divisions also and the existing centers will be updated with modern facilities.
The following key services will be provided at each DDRC centre:
- modern physiotherapy
- speech therapy
- occupational therapy
- psychological counseling
- Prostheses and orthotic aids
- Accessories Delivery
- UDID (Unique Disability ID) card making
- Vocational Training and Skill Development
Through these centres, people with disabilities will not only get medical and counseling services, but will also learn employment-related skills, which will give them the opportunity to move towards self-reliance.

This step will not only empower the rehabilitation of disabled people but will also establish Uttar Pradesh as a leading state in the field of disabled welfare.
