Lucknow Police has issued a new order, the driving licenses of vehicles which have 5 or 6 challans will be cancelled. JCP Bablu Kumar appealed to the people to follow traffic rules on the beginning of Traffic Month. Police have warned of strict action.
Lucknow. In Lucknow, the capital of Uttar Pradesh, there is going to be more strictness against those who drive carelessly on the road. Lucknow Police Commissionerate’s Joint Police Commissioner (Traffic) Bablu Kumar has announced that the driving licenses of vehicles on which 5 or 6 challans are registered will be cancelled. He took this decision on Monday on the occasion of the launch of ‘Traffic Month’ and Road Safety Week.
Beginning of traffic month, Lucknow police became strict
During the program organized at Police Lines, JCP Bablu Kumar flagged off the road safety awareness teams. He said that following traffic rules will no longer be a matter of mere appeal but of strict action.
“Vehicle owners who repeatedly break the rules will have their licenses cancelled. Our aim is to make the public aware, but it is also necessary to warn those who break the rules.” — JCP Bablu Kumar
Lucknow Police said that the entire month of November will be celebrated as ‘Traffic Month’ in which road safety rallies, poster campaigns and traffic awareness camps will be organised.

But the question arises: how will this order be implemented?
Although this announcement is in discussion, many questions have arisen on it from the legal point of view. In fact, a vehicle falls under the category of property, and can be purchased in anyone’s name — it is not necessary for the person to have a driving license. In Lucknow itself, there are a large number of vehicles which have been purchased in the name of women, while the drivers are men. In such a situation, the question arises that if the vehicle is in the name of the wife and the challan is being registered in the name of the husband, then whose license will be cancelled?
Do the police have the power to cancel the license?
According to law, the police do not have the power to cancel the driving license. This right rests only with the Transport Department (RTO). The police can only send the challan report and traffic violation documents to the RTO, after which the department decides whether the license will be suspended or revoked.
According to the Motor Vehicle Act 1988, the license of any person can be canceled only if:
- He indulges in rash driving or dangerous driving,
 - drink and drive,
 - Threaten someone’s life,
 - Or cause a serious accident through negligence.
 
The license cannot be canceled directly just because the number of challans increases, unless the traffic department investigates and finds the culprit.
Awareness and fear – both needed
Traffic experts say that the aim of the police is to alert the public about the rules. However, it is necessary to implement such orders in a balanced manner, both legally and administratively. Road safety expert Dr. Anita Tiwari says, “Strictness is necessary to stop violations of traffic rules, but educating the public is a more effective method rather than scaring them.”
This decision of Lucknow Police is a strict step, which can strengthen traffic discipline, but questions remain on its legal process and practicality. Now it remains to be seen whether this order remains just a warning or actually proves to be a big step towards traffic improvement.
