BC Khanduri: From army discipline to ‘Roadman’ fame, Uttarakhand’s honest leader passes away at 91

Dehradun: The state of Uttarakhand and the nation mourn the passing of Major General (Retd.) Bhuvan Chandra Khanduri, a leader remembered for his discipline, honesty, and strong administrative style.

He breathed his last at Max Hospital in Dehradun after a long illness, leaving behind a legacy that spanned both military service and politics.

Early Life and Army Career

Born on October 1, 1934, in Dehradun, Khanduri grew up in a family deeply connected to public life. His father, Jai Ballabh Khanduri, was a journalist, while his mother, Durga Devi, was engaged in social work. He studied at Allahabad University and later at military institutions, joining the Corps of Engineers in the Indian Army.

During his 36 years of service, Khanduri became known for his strict work ethic and discipline. In 1982, he was awarded the Ati Vishisht Seva Medal for distinguished service. His military career shaped his personality — punctual, straightforward, and committed to responsibility.

Entry into Politics

After retiring from the Army, Khanduri entered politics, encouraged by Atal Bihari Vajpayee, who admired his clean image and administrative abilities. He joined the Bharatiya Janata Party (BJP) and was elected several times as Member of Parliament from Garhwal.

As Union Minister of Road Transport and Highways, he earned the nickname “Roadman”. He spearheaded the Pradhan Mantri Gram Sadak Yojana, expanding road connectivity across India, especially in hilly states. People often joked that wherever Khanduri went, roads followed — a testament to his focus on infrastructure.

Chief Minister of Uttarakhand

In 2007, the BJP won Uttarakhand, and Khanduri became the fourth Chief Minister of the state. His tenure was marked by strict governance. He disliked delays in files and openly spoke against corruption. He once told officials that government positions were for responsibility, not comfort — a statement that reflected his uncompromising attitude.

His efforts to control transfer-posting politics and his insistence on timely work earned him respect among the public. However, his strictness also caused dissent within the party. After the BJP’s poor performance in the 2009 Lok Sabha elections, he resigned, taking moral responsibility.

In 2011, he was reappointed Chief Minister, but the 2012 assembly elections proved challenging. He lost the Kotdwar seat, yet his personal image remained untarnished. Even opposition leaders praised his integrity, saying Uttarakhand politics would have been different if there were more leaders like him.

Personal Life and Simplicity

Despite holding high office, Khanduri lived a life of extreme simplicity. Senior journalist Sunil Datt Pandey recalled that even as Chief Minister, he lived like a typical army officer. He avoided luxury and maintained strict punctuality, often expressing displeasure if someone arrived late.

His daughter, Ritu Bhushan Khanduri, continues the family’s political legacy as the Speaker of the Uttarakhand Legislative Assembly. The family has long been involved in public life, reflecting Khanduri’s values of service and responsibility.

Health Struggles

In recent years, Khanduri’s health declined. He underwent brain surgery in 2025, after which leaders including Chief Minister Pushkar Singh Dhami visited him. Though his condition improved temporarily, age-related problems forced him to withdraw from active politics. He passed away at 91, reportedly due to heart complications.

His death has sent shockwaves across Uttarakhand and India’s political landscape. President Draupadi Murmu, Prime Minister Narendra Modi, BJP National President Nitin Navin, and Chief Minister Pushkar Singh Dhami expressed condolences, remembering his contributions to Uttarakhand’s development and his reputation for clean politics.

For Uttarakhand, he remains a figure who shaped the state’s early years, balancing development with integrity. His passing marks the end of an era, but his example continues to inspire leaders and citizens alike.
