Because Bangladesh is also linked to this dispute.

Bangladesh were removed from the tournament after refusing to play matches in India due to security reasons and Scotland were included in their place. Only after which Pakistan had announced not to play the match against India. In such a situation, the arrival of BCB President in Pakistan is quite shocking. Because both the boards together can place some demands before the ICC in exchange for this match.

Will Bangladesh get benefit?

Actually, Pakistan had decided not to play the match against India only to show support for Bangladesh.
