What nature are the communal incidents?
According to the statement, the incidents which were considered communal, in most cases involved vandalism or desecration of religious places and idols. Apart from this, some other crimes also fell into this category. The report said most of the incidents affecting minority persons or their properties were not motivated by religion. In these cases, reasons such as neighborhood disputes, land disputes, political rivalry, theft, sexual violence and old personal enmity came to the fore.
