Chief Minister Yogi Adityanath said that the new Uttar Pradesh after 2017 does not accept crime at all. If anyone dares to commit a crime here, he will have to pay the price for it. The era when the victims used to suffer and wander while the criminals used to enjoy is over. Now, under the policy of zero tolerance, the state government has made such a system of evidence collection and its certification through forensic science laboratories that no criminal will be able to escape. He said that today, through the state government’s zero tolerance policy, investigation based on scientific evidence and modern forensic science labs, such a system has developed that criminals can no longer escape. Due to accurate, quick and transparent investigation, victims are getting easy, accessible and timely justice.

There were 4 labs in 2017, now Yogi is making 12.

CM Yogi was addressing the inauguration ceremony of the new upgraded building of Regional Forensic Science Laboratory (RFSL) Gorakhpur from B to A class on Tuesday. The construction of the six-storey hi-tech new building has cost Rs 72.78 crore. After inaugurating the upgraded RFSL by cutting the ribbon and inspecting the arrangements here, Chief Minister Yogi Adityanath addressed the gathering. Congratulating the people of Eastern Uttar Pradesh for the state-of-the-art gift of forensic investigation, he said that despite being the largest state in the country in terms of population, Uttar Pradesh had only four forensic science labs before 2017. After the formation of the government, it was decided that there should be at least one forensic science lab in every commissionerate. Due to this, their number has increased to 12 in eight years. Six labs are under construction. Soon there will be forensic science labs in all commissionerates.

This lab will become the basis for giving harsh punishment to criminals

Every type of forensic investigation will be done in these labs which will prove the evidence and become the basis for giving strict punishment to the criminals. The Chief Minister said that along with setting up Forensic Science Lab at the Commissionerate level, the Government has provided two mobile vans in every district for collecting forensic evidence. Due to this, strong evidence is being collected within a few hours and after its investigation in the lab, the victim will get easy and easy justice. Now no criminal will be able to escape.

Due to lack of lab, criminals could escape.

The Chief Minister said that even when evidence was collected before 2017, criminals used to go unpunished due to lack of a good forensic science lab. He said that under the guidance of Prime Minister Narendra Modi, after the implementation of three new laws (Indian Justice Code 2023, Indian Civil Defense Code 2023 and Indian Evidence Code 2023) from July last year, the usefulness of Forensic Science Labs has further increased. The new law makes forensic investigation mandatory in crimes punishable with imprisonment for more than seven years. Much before the implementation of these laws, the UP government had started preparations for setting up labs.

New jobs for youth from forensic science labs

Forensic Science Labs will also create employment. CM Yogi said that Forensic Science Labs will also create new employment for the youth. For this, the government has established the UP State Institute of Forensic Science in Lucknow. Here certificate courses for lab technicians, diploma courses for lab evidence matchers and degree courses for experts have been started. Forensic Science Labs are part of efforts to provide scientific evidence to prevent new crimes in new times. He informed that advanced DNA diagnostic, AI, drone, robotic lab is available in the state-of-the-art UP State Institute of Forensic Science. Drones weighing from nano to 40 kg can be operated here.

Forensic Science Lab will become a game changer for modern police

CM Yogi said that the upgraded Forensic Science Lab in Gorakhpur will have all the state-of-the-art facilities which will conduct accurate investigations. This lab will prove to be a game changer for the modern police. Due to quick and thorough investigation, people will get timely and appropriate justice. He said that forensic science labs are a part of the zero tolerance policy towards crime and criminals. The Chief Minister said that this advanced lab of Gorakhpur will be included among the selected institutions where all advanced forensic tests ranging from ballistics, narcotics, serology, cyber forensics, DNA profiling, document analysis will be possible. Such capability will increase speed, transparency and credibility in police work. He said that the government aims to bring cyber forensics up to global standards so that future high-tech crimes can be effectively curbed.

Recruitment of 2.19 lakh police personnel in eight years

Describing Rule of Law as the top priority, Chief Minister Yogi Adityanath said that as part of efforts to implement it, 2 lakh 19 thousand police personnel have been recruited in the state in eight years. In this, recruitment of 60244 personnel has been completed recently. He said that the number of police recruited in UP in eight years is not equal to the total police force of many states. CM also mentioned expansion of training capacity along with recruitment. Said that in 2017 the total capacity for police training was 6000. Then, when 30,000 were recruited, training centers had to be taken on rent. Today, the capacity of police training in the state has increased more than ten times. All the recruitment done now is getting training from the centers of the state itself. He said that the government is expanding the facilities in the police department as per the work. Currently, the tallest building that will be seen in the districts will be the police barrack.

The demand for commissionerate system was 50 years old

CM Yogi said that the demand for commissionerate system in Uttar Pradesh was 50 years old. His government accomplished this in 2020. Commissionerate system has been implemented in seven districts of the state. He said that along with this, the government has done the work of making 17 municipal corporations and Noida and Greater Noida safe cities. Metro cities have been secured by installing more than 13 lakh CCTV cameras.

The criminal will be seen limping in the clutches within a few hours.

Explaining the utility of CCTV cameras, the Chief Minister said that with the help of this surveillance system the previous governments tried to end the PAC and within a few hours the culprit would be caught. He will be seen limping. Crime is not tolerated in today’s UP, which works with the spirit of security for all and respect for all.

CM Yogi established many battalions

The Chief Minister said that previous governments tried to abolish PAC battalions. His government has saved it. Along with this, three women battalions of PAC along with SSF and SDRF were established. In this, women battalion of PAC is being established in the name of Veerangana Jhalkari Bai in Gorakhpur, Veerangana Uda Devi in ​​Lucknow and Veerangana Avantibai Lodhi in Badaun. The Chief Minister said that the government also took up the task of creating new PAC battalions in five districts, Balrampur, Jalaun, Mirzapur, Shamli and Bijnor. Funds were given to build modern police lines in ten districts.

Female labor force participation increased in an environment of security

The Chief Minister said that earlier in UP, female labor force participation was low due to insecurity. Before 2017 it was below 13 percent. Today, more than 35 percent women have become working due to the security environment in the state. They go out of the house to work, they do not face any problem. CM said that the process of integrating police, ambulance, fire service and cyber help line through helpline 112 has been taken forward in UP. Through this a common citizen will be able to get justice. The Chief Minister said that the state government is working with full commitment to ensure transparent and accountable justice to every citizen.
