Badrinath Dham New Rules: Permission needed for Bhagwat Katha; meat banned, slum construction restricted

Badrinath: The sacred town of Badrinath Dham will now follow stricter rules to maintain discipline, cleanliness, and sanctity during the pilgrimage season.

The Nagar Panchayat has introduced new bylaws that make permission mandatory for religious events, ban meat in the area, and regulate slum construction.

Permission for Religious Events

Every year, pilgrims organize Bhagwat Katha, Bhandara, and other special events at Badrinath Dham. Until now, many events were held without formal permission. Under the new rules, permission from the Nagar Panchayat will be required, either online or offline, before organizing such events.

Violations will attract fines of up to Rs 50,000. This step aims to ensure that events are conducted in an orderly manner and that facilities are properly managed during the busy Yatra season.

Ban on Meat in Badrinath

The bylaws also strictly prohibit the transportation and use of meat in the Badrinath area. Officials explained that in past years, some laborers were caught carrying meat into the sacred zone. Now, anyone found violating this rule will face strict action and fines.

This measure reinforces the spiritual and vegetarian culture of the pilgrimage site, ensuring that the sanctity of the Dham is preserved.

Regulation of Slums and Huts

Another important rule is the restriction on building slums or temporary huts in the Badrinath area without permission. The Panchayat has made it clear that unauthorized construction will not be tolerated.

Regular construction of toilets and proper sanitation facilities will also be required to maintain cleanliness. This step is expected to improve hygiene and reduce the problems caused by unregulated settlements during the Yatra season.

Three New Bylaws

The Nagar Panchayat has introduced three bylaws:

1. Non-Vegetarian Transportation and Use Prohibition Bye-law 2026

2. Hut, Temporary Accommodation Control and Cleanliness Bye-law

3. Bhandara, Bhagwat and Special Programme Control Bye-law

These bylaws have been sent to Roorkee for gazette notification after receiving objections and suggestions. Once notified, they will be legally enforced.

User Charges Introduced

To ensure proper arrangements, the Panchayat has also introduced user charges along with permission requirements. This means organizers of religious events will need to pay a small fee to cover the costs of facilities and services provided during the Yatra.

Officials’ Statements

Jyotirmath Sub-Divisional Magistrate Chandrashekhar Vashisht confirmed that the bylaws will be implemented after gazette notification. Sunil Purohit, EO of the Badrinath Municipal Council, said that strict action will be taken against anyone violating the meat ban or building unauthorized huts.
