BMC Commissioner Bhushan Gagrani presented the budget, in which Rs 48,164.28 crore has been fixed for capital expenditure. This amount is 11.59 percent more than that of 2025-26. The revenue expenditure for the financial year 2026-27 is proposed to be Rs 32,698.44 crore, which is about 15.71 percent more than the revised estimate of Rs 28,257.91 crore for 2025-26. Property tax revenue, one of the major sources of income for BMC, is estimated at Rs 7,000 crore for 2026-27, from Rs 6,200 crore in 2025-26.

Where will BMC spend the money?

Of this, Rs 13,990 crore has been given for Coastal Road, Goregaon-Mulund Link Road (GMLR), Sewage Treatment Plants (STPs) and other infrastructure projects. Capital expenditure of Rs 4,104.39 crore has been proposed for special projects. Internal temporary transfer has been fixed at Rs 13,765.74 crore in the coming fiscal year.

  2. Compensation in lieu of abolition of octroi remains the largest revenue source, and is estimated to be Rs 15,550.02 crore for 2026-27, compared to Rs 14,398.16 crore in 2025-26.
  3. As of January 31, 2026, the actual receipts under this item were Rs 11,981.84 crore. Development Plan (DP) fees and premiums are estimated at Rs 12,050 crore in 2026-27, which is higher than the revised estimate of Rs 11,153.75 crore for 2025-26.
  4. The budget for property tax collection is Rs 7,000 crore for 2026-27, while the revised estimate for the current financial year is Rs 6,200 crore.
  5. Other major contributors include water and sewage charge, Rs 2,393.46 crore, interest on investment, Rs 2,572.23 crore, supervision charge, Rs 3,298.45 crore, and grant-in-aid from the state government, Rs 1,461.57 crore.
  6. According to the budget papers, Rs 827 crore is expected to be received from the fire brigade department, Rs 575.66 crore from roads and bridges, Rs 505.51 crore from hospitals and medical colleges, Rs 381.55 crore from the licensing department and Rs 4,895.49 crore from “others”.
  7. The budget has shown a surplus of Rs 89.84 crore for 2026-27, while it was Rs 60.65 crore in the estimate for 2025-26 and Rs 97.98 crore in the revised estimate for the current fiscal year.
