During the budget discussion in the Uttar Pradesh Assembly, CM Yogi Adityanath enumerated the achievements of the government on Panchayati Raj, women empowerment, BC Sakhi Yojana, 18,136 MW power generation and the target of 1 trillion dollar economy.
Lucknow. During the discussion on the budget in the Uttar Pradesh Assembly, Chief Minister Yogi Adityanath said that a new direction has been given to rural development and women empowerment in the state through the Panchayati Raj Department. He said that the participation of elected women in Uttar Pradesh is remarkable, which is a proof of the strength of democracy. The Chief Minister informed that a provision of Rs 38,501 crore has been made for the Panchayati Raj Department. The funds will be used in rural infrastructure, development schemes and strengthening local administration.
BC Sakhi Scheme: Banking transactions worth over Rs 40,000 crore
The Chief Minister said that rural women are being made economically self-reliant through Lakhpati Didi Yojana, BC Sakhi Yojana and other programs. BC Sakhi Scheme was started during the Covid period, the objective of which was to provide banking services to every village. He said that BC Sakhis of the state have so far done banking transactions worth more than Rs 40,000 crore. In return, he got a net commission of Rs 109 crore from the banks.
Vidyut Sakhi and Self Help Groups: Strong basis of women empowerment
The Chief Minister said that the women working as Vidyut Sakhi have completed work worth Rs 2,867 crore. 204 Take Home Ration (THR) plants are being operated through women self-help groups. Apart from this, more than 2,000 Prerna Canteen Cafes are running in the state, which are being run by women’s groups. These cafes are becoming an important source of income for women.
Women entrepreneurs credit card scheme and promotion of milk production
The Chief Minister said that a provision of Rs 200 crore has been made under the Uttar Pradesh Mahila Udyami Credit Card Scheme. With this, easy loans will be made available to women entrepreneurs. He said that last year the process of setting up five milk producer companies was started on the lines of ‘Balini Milk Producer’ model. This year, two new milk producer companies will be established in Prayagraj and Lucknow. For this, necessary amount has been provisioned in the budget.
Developed Uttar Pradesh and the goal of one trillion dollar economy
Chief Minister Yogi Adityanath expressed gratitude to Assembly Speaker Satish Mahana and all the members for the smooth functioning of the House. He said that the government takes the good suggestions of the opposition seriously and also implements them. He said that this budget will play an important role in the larger interest of the state and in fulfilling the goal of developed Uttar Pradesh of developed India. The government aims to create a one trillion dollar economy. The Chief Minister said that this time four departments have presented their action plans in the House along with the demands for grants and efforts will be made to prepare the action plans of all the departments by May 15.
Emphasis on connectivity, infrastructure and capital expenditure
The Chief Minister asked the members to prepare the demands related to their area and district in advance, so that the funds can be approved on time. He said that the government has released funds on time and development work has been done in every district and assembly constituency. The Chief Minister said that his government has paid special attention to connectivity, infrastructure and capital expenditure. The result of this is that Uttar Pradesh is making its mark as a developed state of developed India.
Power generation capacity claimed to reach 18,136 MW
The Chief Minister praised Energy Minister AK Sharma. He said that earlier there were 7,159 MW capacity plants in the state. The government increased it to 11,595 MW in the first phase and new plants of 6,541 MW have been built. Now the state will have the capacity to generate 18,136 MW electricity from its own sources. Referring to PM Surya Ghar Free Electricity Scheme, he said that Uttar Pradesh has achieved 1.29 gigawatt solar capacity. The Chief Minister said that now electricity is being supplied for 24 hours at district headquarters, 22 hours at tehsil headquarters and 18 to 20 hours in rural areas.
Disposal of revenue cases: 34 lakh cases resolved out of 44 lakh
The Chief Minister said that in 2017, 34 lakh revenue cases were pending in the state. On an average, 1 lakh new cases are added every year. There were 9 to 10 lakh new cases during this period. Out of total 44 lakh cases, more than 34 lakh cases have been disposed of so far. Describing the pace of double engine government as fast, he mentioned the development works and also mentioned the success of Namami Gange project.
Comment on Leader of Opposition and mild satire in the House
During the budget discussion, the Chief Minister reacted to some statements of Leader of Opposition Mata Prasad Pandey. He said that his simplicity impresses everyone and wished him good health and long life. The Chief Minister also made some comments in a humorous manner, which created a light atmosphere in the House. He said that the experience of the senior generation is important for the House, but the later generation distanced itself from the original ideology.
Answer on fiscal deficit and employment plan
On the opposition’s comment on fiscal deficit, the Chief Minister said that it is necessary to present the data correctly, otherwise confusion is created. Regarding the Rural Employment Scheme, he said that earlier there was talk of employment for 100 days, but there was no guarantee. Now arrangements have been made to guarantee employment and unemployment allowance for 125 days. He said that now concrete development works like permanent construction work, construction of Amrit Sarovar, market and market are being done.
