Formation of Data Center and State Data Center Authority was announced in UP Budget 2026-27. It was claimed to give a new direction to development through Digital Entrepreneur Scheme, Women Marketing Centre, Rs 1000 crore safe delivery and export mission for farmers.

During the discussion on the budget for the financial year 2026-27, Chief Minister Yogi Adityanath made an important announcement about the establishment of data center and formation of State Data Center Authority. He said that in today’s global era, data is the cornerstone of the new economy and Artificial Intelligence (AI) will play the role of “new oil” in the future.
The Chief Minister said that before 2017, there was not a single data center in Uttar Pradesh, but now the government is working rapidly in this direction. Many data centers have been established and many more are proposed. The government is developing them as clusters and creating strong data infrastructure.
The job of a data center is to secure digital data, process it and manage it scientifically. This will increase the efficiency and transparency of governance. For this purpose, State Data Center Authority will be developed as the supreme regulator and architect.
Data Driven Governance: From Reactive to Predictive Models
The Chief Minister said that earlier many departments used to present different data on the same subject, due to which there was difficulty in policy making. Now the government is working on an integrated and authentic data system. He said that now work will be done in the direction of “pre-estimation and strategy” instead of “solution after the problem”. Based on data analysis, possible challenges will be assessed and planned in advance. Data will play an important role in achieving the goal of “Sabka Saath, Sabka Vikas”.
Critical Thinking and AI Economy: New Heights of Digital Governance
The Chief Minister said that the State Data Center Authority will collect the data of various departments and integrate it and ensure its use in policy making. “Critical thinking” will prove to be a game changer in connecting and understanding data properly. Data-based governance will strengthen transparency, efficiency and future-oriented policy making. With this, Uttar Pradesh will achieve new heights in AI based economy and digital governance.
Encephalitis Control Model: Effective control of the disease through data analysis
The Chief Minister said that before the year 2017, 1200-1500 children used to die every year due to encephalitis in Eastern Uttar Pradesh. The treatment system was weak and no effort was made to reach the root of the disease. The government collected extensive data after 2017 and analyzed which areas the patients were coming from and what were the reasons. It was found that deaths were more in areas where there was lack of pure drinking water and toilets.
After this, the government paid special attention to strengthening hospitals as well as building pure drinking water and toilets. It was a proactive and universal approach. The Chief Minister said that after the year 2019, encephalitis has been effectively eliminated and children are no longer dying.
Inclusive Development: Policy of Governance Above Caste
The Chief Minister said that government schemes should reach everyone without discrimination. It is the responsibility of the government to ensure that benefits reach the last person. Referring to the lines of national poet Ramdhari Singh Dinkar, he said that the politics of dividing the society on caste basis has harmed the state. His government is committed to all-inclusive development.
Digital Entrepreneur Yojana: Digital entrepreneurs in 8000 Nyaya Panchayats
Announcing the Digital Entrepreneur Scheme, the Chief Minister said that digital entrepreneurs will be selected in 8000 Nyaya Panchayats. Of these, 50 percent will be women. Each will be given an interest-free loan of up to Rs 10 lakh. These entrepreneurs will promote digital facilities, optical fiber based services and online trading in the villages. This will strengthen the rural economy.
Women Entrepreneur Product Marketing Centre: Provision of Rs 100 crore
CM Yogi announced ‘Women Entrepreneur Product Marketing Center’ scheme. About one crore women are associated with self-help groups in the state. Shopping complexes will be developed at Nyaya Panchayat level for the sale of their products. A provision of Rs 100 crore has been made for this scheme. This scheme will be linked to the Digital Entrepreneur Scheme and will help in making women self-reliant.
Rs 1000 crore safe delivery scheme: focus on maternal and child health
The Chief Minister said that earlier the maternal mortality rate and infant mortality rate in the state were high. Now a provision of Rs 1000 crore has been made to ensure 60 lakh safe deliveries every year. Facilities and incentives will also be provided in empaneled hospitals, so that motherhood and childhood remain safe.
Agriculture Export Support Mission: New initiative for farmers
Announcing the Agricultural Export Support Mission, the Chief Minister said that a provision of Rs 100 crore has been made to take the products of UP farmers to the global market. He said that 16 lakh tube well consumers are being given free electricity, on which the government is spending about Rs 3000 crore every year.
Also, a provision of Rs 2000 crore has been made to provide solar panels to the tube wells in which farmers irrigate with diesel. Irrigation potential has been expanded through Bansagar, Arjun Sahayak, Saryu Canal and Madhya Ganga Project. The Chief Minister said that the government is strengthening the agriculture sector by connecting farmers with technology.
