Big announcements were made in UP Budget 2026-27 like education reforms, Kasturba Vidyalaya with Rs 580 crore, increase in Shikshamitra honorarium, 20,000 startups, 55% smartphone manufacturing, semiconductor investment and AR-VR training to 25 lakh youth.
Lucknow. During the discussion on Budget 2026-27 in the Assembly, Chief Minister Yogi Adityanath said that unprecedented priority has been given to the education sector in the state. The government’s aim is not just to increase the number of schools, but to make Uttar Pradesh a powerhouse of knowledge and innovation through quality, technology, research and skill-based education. He said that many new announcements have been made to strengthen education infrastructure, digital empowerment, teacher welfare and student facilities.
Kasturba Gandhi Balika Vidyalaya: Big provision of Rs 580 crore
The Chief Minister announced that new schools will be opened in development blocks where there is no Kasturba Gandhi Balika Vidyalaya. A budget provision of Rs 580 crore has been made for this. This step has been taken especially to promote the education of girls belonging to poor, backward and extremely backward classes.
Basic Education Infrastructure and Digital Education Reform
The Chief Minister said that the quality of basic education has improved a lot as compared to earlier. The dropout rate has reduced and the education system has been strengthened through composite schools. Smart Class, Digital Library, Operation Kayakalp, Mission Nipun and Digital Education programs have been implemented for digital empowerment.

Cashless medical facilities will also be provided to the dependent families of teachers and personnel.
Shikshamitra Honorarium Hike: Big increase in honorarium
The Chief Minister said that earlier Shikshamitras used to get an honorarium of Rs 3,000, which was increased to Rs 10,000. Now from April, Shikshamitras will get an honorarium of Rs 18,000 and instructors will get Rs 17,000. Besides, cashless medical facility up to Rs 5 lakh will also be provided.
Secondary Education: Project Alankar and PM Shri School
In secondary education, school buildings and sports facilities have been strengthened under Project Alankar. Budget provision has been made for the construction of additional buildings for PM Shri Schools. Sanitary napkins worth Rs 300 crore will be provided to girls. Cashless facility will also be implemented for teachers and employees.
Higher Education, NAAC Ranking and NIRF Performance
Special emphasis has been laid on quality, research, skills and digital infrastructure in higher education.
- A++ ranking to six state universities
- NAAC accredited institutions increased from 95 to 158
- Number of institutions in National Institutional Ranking Framework increased from 32 to 158
- 5,677 patents filed, about 350 approved
New Universities and International Collaboration
The government has established new universities in Saharanpur, Aligarh, Azamgarh, Mirzapur, Devipatan and Moradabad divisions. The process of setting up the campus of Western Sydney University in Greater Noida has progressed. Youth are being prepared for global competition through Skill India Mission, CM Vidyalakshmi Yojana, Chevening Scholarship, AI Certification Support Scheme, STEM Hostel Scheme and Rani Lakshmibai Scooty Scheme.
IT, Electronics Manufacturing and Semiconductor Investment
The Chief Minister said that in the last nine years, UP has made rapid progress in the IT and electronics sector.
- 55% of the country’s smartphones are manufactured in Uttar Pradesh.
- 60% electronic component production in UP
- The foundation stone of semiconductor fab unit in Gautam Buddha Nagar was laid by Prime Minister Narendra Modi on 21 February.
- Investment target of Rs 32,196 crore
- IT exports increased from Rs 15,000 crore to Rs 75-80 thousand crore
Startup Ecosystem UP: 20,000 Registered Startups
Today there are more than 20,000 registered startups active in Uttar Pradesh. Nearly half of startups are led by women. The state has achieved the status of top performing state in the National Startup Ranking.
AI Pragya, AR VR XR Skill Training and AI Center of Excellence
Under the ‘AI Pragya’ campaign, citizens and employees are being given training in Artificial Intelligence. The government will provide AR, VR and XR based skill training to 25 lakh youth.
- Rs 100 crore for VR based program
- Employment opportunities in tourism, education and entertainment
- U-Hub (Incubation and Innovation Center) will be established in Lucknow and Gautam Buddha Nagar.
- Establishment of AI Center of Excellence
The Chief Minister said that Uttar Pradesh is now moving forward rapidly in the field of technology and innovation.
