According to a new Canadian report, several terrorist organizations, including Khalistani groups, are getting financial assistance for political violence -related activities from Canada.

According to the report released by the Finance Department of Canada, several terrorist organizations, including Khalistani militant groups, are getting financial assistance from Canada for political violence -related activities. These groups carry out violent incidents in India.

Some Khalistani groups, including Babbar Khalsa International and International Sikh Youth Federation, have been classified as politically induced violent extremism (PMVE) in assessing the 2025 money laundering and terror funding risks. They are suspected of supporting their objectives by taking advantage of the network of money including non-profit and charitable areas.

Khalistani group placed in the list of Hamas and Hizbullah

Assessment defines PMVE as “new political system or use of violence to establish new structures and criteria within existing systems. These groups have been nominated as terrorist institutions under Canadian Criminal Code. These include Hamas and Hizbullah. This makes it clear that such extremism may include religious elements. It is mainly governed by political self -determination or representation rather than racial or ethnic domination.

The report states, “Many terrorist organizations listed under the Criminal Code in Canada that fall into the PMVE category. Such as Hamas, Hizbullah and Khalistani violent extremist group Babbar Khalsa International and International Sikh Youth Federation. They are getting money in Canada.”

Hizbullah gets money from Canada

Canadian financial intelligence agency FintRac recognized Hizbullah as the second most recognized international terrorist group to receive money from Canada in its 2022 operations. The new 2025 assessment of the PMVE groups explains in detail on how money is being raised.

Khalistani extremists are raising money through similar channels. Hamas and Hizbullah (who are described as “well-resource-rich”) are known to take advantage of many routes including money service businesses (MSB), banking sector, cryptocurrency, donations and misuse of non-profit organizations (NPO). According to the report, these groups first had a broad funding network in Canada. It now appears that it includes small groups of individuals with loyalty to this purpose.
