Three IPS officers including Dayanand have been acquitted. 11 people lost their lives in the stampede that took place during the celebration of RCB’s IPL win in 2025. The government has stopped the departmental inquiry.
Bengaluru (Karnataka) [भारत]July 15 (ANI): Karnataka government has appointed former Bengaluru Police Commissioner B. The departmental inquiry proceedings against three IPS officers including Dayanand have been stopped. He has been acquitted of charges in the stampede case that took place near Chinnaswamy Stadium on June 4, 2025.
The disciplinary proceedings were related to the stampede that took place near the Chinnaswamy Stadium during Royal Challengers Bangalore’s IPL victory celebrations on June 4, 2025, in which 11 people were killed.
Departmental investigation closed, clean chit given to all three officers
In connection with this incident, officer B. Dayanand, Shekhar H. Tekkannavar and Vikas Kumar Vikas were facing disciplinary proceedings. Separate government orders issued by the Department of Personnel and Administrative Reforms dated July 14, 2026, said the competent authority decided to close the investigation after examining their defense statements and the opinion of the administrative department.
Former police commissioner B. Relief to Dayanand
B. Dayanand, who was then Additional Director General of Police and Bengaluru City Police Commissioner, was suspended under Rule 3(1)(a) of the All India Services (Discipline and Appeal) Rules, 1969, on June 5, 2025, pending disciplinary proceedings. His suspension was canceled on July 28, 2025, under Rule 3(7)(c) of the same rules, following which a departmental inquiry was initiated under Rule 8(4). A show cause notice was issued along with the charge sheet on July 31, 2025. In his defense statement submitted on September 8, 2025, Dayanand denied the allegations and sought acquittal. After considering his reply, the Government closed the departmental inquiry proceedings and acquitted him of the charges.
DCP Shekhar H. Tekkannavar acquitted with warning
Shekhar H. Tekannavar, who was then the Deputy Commissioner of Police, Central Division, Bengaluru City, was also suspended on June 5, 2025, in connection with the stampede. His suspension was revoked on July 28, 2025, following which disciplinary proceedings were initiated under Rule 8(4) of the AIS (D&A) Rules, 1969. Tekannavar denied the allegations in his defense statement submitted on September 8, 2025. The government later closed the investigation and acquitted Tekannavar. However, the order also warned them to act responsibly in future and ensure that such incidents do not happen again.
Additional Commissioner Vikas Kumar also acquitted
Vikas Kumar, who was then Inspector General of Police and Additional Commissioner of Police (West), Bengaluru City, was suspended under Rule 3(1)(a) of the AIS (D&A) Rules on June 5, 2025. His suspension was revoked on July 31, 2025 and disciplinary proceedings were subsequently initiated under Rule 8(4). He submitted his defense statement on September 8, 2025, denying the allegations and requesting acquittal. After examining his defense statement and the opinion of the administrative department, the Government of Karnataka closed the investigation proceedings and acquitted Vikas Kumar of the charges.
