CM Yogi Adityanath mentioned the changes in UP’s investment, industrial development, MSME, health, education and law and order in the Legislative Council. He said that the state is becoming a big center of investment and is moving forward with the target of trillion dollar economy.
Lucknow. Taking part in the discussion of the motion of thanks on the Governor’s address in the Legislative Council, Chief Minister Yogi Adityanath said that in the last eight and a half years, there has been a big change in the field of investment and industrial development in Uttar Pradesh. He said that earlier the identity of UP was associated with the negative image like “One District One Mafia”, whereas now the state is creating a new identity with the “One District One Product” scheme. He said that before 2017, there was a lack of clear industrial policy and investment-friendly environment, due to which investors were hesitant in coming to the state. Now due to the Triple-T model of Trust, Transformation and Timely Delivery, UP is becoming the major investment destination of the country.
Improving investment climate in UP: security, convenience and clear industrial policy
The Chief Minister said that security, facilities and clear policy are necessary for the development of industries. Earlier there was a shortage of these three, but now the state has created a new identity of Fearless Business, Ease of Doing Business and Trust in Doing Business. The government has implemented it as the Triple-S model – Safety, Stability and Speed. Due to the double engine government, development plans have gained momentum and the investment environment has improved.
Industrial Policies, Digital Systems and Improvement in Ease of Doing Business
The Chief Minister said that more than 34 sectoral policies have been implemented in the state. Digital platforms like “Nivesh Mitra”, “Nivesh Sarathi” and “Udyami Mitra” have created a transparent environment for the industries. UP was earlier ranked 14th in Ease of Doing Business, whereas now it has emerged as the top achiever state. In the first place, deregulation and removal of many criminal provisions have created an easy environment for industries.
Industrial growth figures: Big change in investment and employment
The Chief Minister said that from independence till 2017, about 14 thousand factories were established, whereas after 2017 their number increased to more than 31 thousand. In the last years, MOUs worth more than Rs 50 lakh crore were signed, out of which investment of more than Rs 15 lakh crore has already come on ground. This has led to increase in employment generation and production.
UP’s lead in electronics, IT, defense and sports industries
The Chief Minister said that about 55% of mobile manufacturing production is taking place in Uttar Pradesh. The state’s share in electronic component manufacturing is also more than 60%. Industrial strength has been enhanced by the development of defense corridors, sports equipment industries and logistics networks. Expressways, airports and expansion of infrastructure have attracted investment.
Remarkable progress in MSME, ODOP and exports
The Chief Minister said that earlier the MSME sector was weak, but the ODOP scheme gave new identity to local products. At present about 3 crore youth have got employment. The state’s exports have increased from around Rs 84 thousand crore in 2017 to around Rs 1.86 lakh crore. More than 77 products have received GI tag and around 96 lakh MSME units are active.
Improvement in health services and expansion of medical infrastructure
The Chief Minister said that now facilities like ICU, blood bank, dialysis, oxygen plant and digital X-ray are available in every district. AIIMS Gorakhpur and Rae Bareli are operational and work is going on towards One District One Medical College. Telemedicine, AI and genomics have improved health services and diseases like encephalitis have been significantly controlled.
Expansion of pharma sector and medical device industry
Pharma Park in Lalitpur and Medical Device Park in Greater Noida are being developed. In the recent Pharma Conclave, investors appreciated the changed environment of UP.
Social Development: Focus on women, tribes and artisans
The Chief Minister said that Vantangiya, Musahar, Tharu and other communities are being given houses, land and facilities. There has been progress in women’s safety, education, skills and employment.
CM Yogi’s target and political remarks on the opposition
Taking aim at Congress and Samajwadi Party, the Chief Minister said that the opposition should play a responsible role. He said that politics which harms the new identity of the state should be avoided.
Chief Minister Yogi Adityanath’s statement on Election Commission and constitutional institutions
Referring to the proceedings of the Election Commission of India, the Chief Minister said that the Election Commission is an independent institution and the government has no role in its process. He stressed the need to respect constitutional institutions.
Emphasis on education, skills and technological development
The Chief Minister said that in basic education, the education system has improved with schemes like Operation Kayakalp, Atal Residential School and CM Composite School. With the collaboration of Tata Technology, work on new technologies like AI, drones and robotics has started in 150 ITIs. About 75 universities have become centers of higher education in the state.
UP’s goal: trillion dollar economy and the concept of Ramrajya
The Chief Minister said that the government’s aim is to make UP a trillion dollar economy by 2029-30. He said that a new identity is being created in the state through law and order, investment, employment and social security and UP is moving forward rapidly on the path of development.
