UP Urban Redevelopment Policy 2026: The UP government has implemented ‘Urban Redevelopment Policy-2026’ for the redevelopment of 25-year-old apartment and group housing projects. Know what the rules are and how to get safe and modern accommodation.

Rapidly changing cities, tall buildings and increasing population—but amidst them there are many group housing projects that have fallen into disrepair over time. Keeping these challenges in mind, the Yogi Adityanath government has implemented ‘Uttar Pradesh Urban Redevelopment Policy-2026’. After the approval of the Cabinet, the Urban and Planning Department has issued the government order. The objective of this policy is to redevelop buildings 25 years old or more in a safe, modern and convenient form, so that citizens can get better housing and the appearance of cities also improves.

Why was this policy necessary?

Old apartments and group housing projects in many cities of the state have now become structurally weak. It is risky to live in buildings found unsafe by structural audits. Also, expensive urban land is not being fully utilized. Under the new policy, all public and private projects which are at least 25 years old or have been declared unsafe in a technical investigation will be eligible for redevelopment.

To whom the policy will not apply

The Government has clarified that:

  • Land area less than 1500 square meters
  • single house
  • nazul land
  • land allotted on lease
  • Improvement Trust Land

Will not be included in the scope of this redevelopment policy. In cases of housing societies or apartment owners associations, consent of two-thirds of the members will be mandatory to initiate the process.

Three models of redevelopment

The government has set three clear models for the projects:

  1. Direct implementation by government agency
  2. Public-Private Partnership (PPP) model, in which there will be a tripartite agreement between the government agency, developer and society.
  3. Redevelopment by Society/Association itself

It will be mandatory to prepare Detailed Project Report (DPR) for every project. This will include all the information like carpet area of ​​new flats, parking, common area, transit accommodation, rent arrangement, financial management and timelines.

What provisions for residents

Residents who will be temporarily relocated during redevelopment will be provided alternative housing or rental facilities. This will reduce inconvenience to people during the construction period. The government claims that this policy has been prepared keeping the safety and convenience of the citizens at the center.

The work will have to be completed in three years

Under normal circumstances the project would have to be completed within three years. In special circumstances, additional time of maximum two years can be given. Practical flexibility has also been kept in the planning standards, so that necessary relaxations can be made on a case-to-case basis with the approval of the Board and projects are completed on time. Integrated development by combining interconnected plots has also been allowed.
