Giving priority to the education sector in the UP Budget 2026-27, a provision of Rs 77,622 crore has been made for basic education, Rs 22,167 crore for secondary and Rs 6,591 crore for higher education. There has also been a major increase in the technical and skill development budget.

Lucknow. In the budget for the financial year 2026-27 in the Uttar Pradesh Assembly, the Yogi Adityanath government has described education as the basis of the development of the state. The government has a clear message that the new Uttar Pradesh will be created only through a strong and modern education system. There has been a significant increase in the budget at every level from basic to higher, technical and skill education. This budget presents a roadmap to move the state towards a knowledge-based economy.

Basic Education Budget 2026-27: Provision of Rs 77,622 crore

A provision of Rs 77,622 crore has been made for basic education. Rs 650 crore has been earmarked to provide free uniforms, school bags, shoes, socks and stationery to students of classes 1 to 8. The scheme strengthens equal opportunities and inclusive education.

2-2 Chief Minister Model Composite Schools are being developed in all 75 districts, which will reduce the gap in education between rural and urban areas. A provision of Rs 580 crore has been made for the expansion of residential girls schools. About Rs 358 crore has been earmarked to start cashless medical facility for teachers and employees of council schools. A provision of Rs 300 crore has been made for the Smart School Scheme and Rs 300 crore under the Security Improvement Scheme of Aided Schools.

Secondary education budget: Rs 22,167 crore and 15% increase

A budget of Rs 22,167 crore has been kept for secondary education, which is 15 percent more than last year. A provision of Rs 520 crore has been made for strengthening the basic facilities in government secondary schools. A separate provision has also been made for aided secondary schools, including Rs 10 crore for non-government schools.

Rs 20 crore has been kept for scholarship of students of Sanskrit schools. A provision of Rs 150 crore has been made for the establishment of Dream Skill Lab Cluster, which will increase skills and competitiveness among the students. Rs 89.25 crore is proposed for cashless medical facility for teachers of non-government secondary schools.

The first Sainik School of Purvanchal and the second of the state has been started in Gorakhpur. A provision of Rs 300 crore has been made for the free sanitary napkin scheme for girl students.

Higher education budget: Preparation for global competition with Rs 6,591 crore

A provision of Rs 6,591 crore has been made for higher education, which is 7 percent more than last year. Rs 400 crore has been kept for Rani Laxmibai Scooty Scheme. Rs 40 crore is proposed for the Chief Minister Apprenticeship Promotion Scheme.

Provision has also been made in the budget for the establishment of new universities:

  • Maa Vindhyavasini University, Mirzapur: Rs 50 crore
  • Guru Jambheshwar University, Moradabad: Rs 50 crore
  • Maa Pateshwari University, Balrampur: Rs 50 crore
  • Swami Shukdevanand University, Shahjahanpur: Rs 21 crore
  • Kashi Naresh University, Bhadohi: Rs 21 crore

Rs 14.50 crore has been kept for the mental health of students. There is a provision of Rs 10 crore for reimbursement of AI certification fees for undergraduate and postgraduate students. Rs 30 crore has been kept for interest subsidy on education loans under Mukhyamantri Vidyalakshmi Yojana.

Technical education budget: Rs 2,365 crore with 72% increase

A provision of Rs 2,365 crore has been made, increasing the budget for technical education by 72 percent. There are 195 diploma institutes running in the state. 23 new government polytechnics are under construction. There is a provision of Rs 714 crore for setting up modern technology and centers of excellence in government polytechnics. 251 smart classrooms have been installed and work on 143 is underway. Rs 254 crore have been earmarked for upgradation and development of infrastructure and Rs 50 crore have been earmarked for the establishment of a new polytechnic.

Vocational education and skill development: Big provision of Rs 3,349 crore

A provision of Rs 3,349 crore has been made in the budget for vocational education and skill development, increasing by 88 percent. There are 286 government ITIs operating in the state, in which 1,90,272 seats are available. 47 ITIs have women’s branches and 12 women’s ITIs are run separately.

Over 4.58 lakh seats are available in over 2,963 private ITIs. Upgradation of 149 ITIs has been completed with the support of Tata Technologies, while work is in progress in 62 institutions. A provision of Rs 1,000 crore has been made for the Skill Development Mission, Rs 836 crore for the Artisan Training Scheme, Rs 500 crore for Project Praveen and Rs 20 crore for the Chief Minister Apprenticeship Training Scheme.

Overall, UP Budget 2026-27 is a strong step towards making the state self-reliant and competitive by keeping education, skills and technological development at the center.
