In the Uttar Pradesh Budget Session 2025-26, Governor Anandiben Patel enumerated the achievements of law and order reform, agricultural development, infrastructure, energy, women empowerment and social security schemes. The state is emerging as a new center of investment, employment and development.
Lucknow. Governor Anandiben Patel addressed the joint session of both the Houses on the first day of the budget session of the Uttar Pradesh Legislature. He said that in the last few years, the state has emerged from the image of a ‘bottleneck state’ and has created a new identity as a ‘breakthrough state’. The state has made concrete progress in good governance, strong law and order, economic strength, agricultural development, women empowerment, better infrastructure and public welfare schemes. This address shows the growing confidence in the government’s policies, administrative efficiency and direction of developed Uttar Pradesh.
UP Law and Order: A reliable state for investment and industry made up of strong law and order.
The Governor said that law and order in Uttar Pradesh is now becoming a strong example in the country. Strict action against organized crime and mafia networks has created a security environment in the state. With modern technology, strong police force, speedy justice system and transparent administration, opportunities for investment, industry, startups and employment have increased rapidly.
Zero Tolerance Policy: Results of strict action against crime and mafia
Under the zero tolerance policy of the government, 35 mafia and 94 co-criminals have been punished. 2 criminals have been given death penalty and 267 criminals have been killed in encounters. 977 accused were detained under NSA and illegal assets worth more than ₹4,137 crore were seized.
The response time of UP-112 service has reduced from 25 minutes 42 seconds to 6 minutes 51 seconds. Cyber crime police stations are functioning in all 75 districts. ATS has arrested 148 terrorists and 146 foreign nationals living illegally have been arrested. 999 successful trap operations have been conducted against corruption.
Police Reform and Judicial System: Strong Institutions and Judicial System Reform
After 2017, 8 new forensic labs were established and 6 are under construction. The recruitment process is going on for more than 2.19 lakh police recruitment, 1.58 lakh promotion and 83,122 posts. The police budget has increased by approximately 150%. Prison reforms led to the construction of new prisons and the premature release of 1,010 prisoners. To strengthen the justice system, disposal of cases has been expedited through fast track courts, e-courts, Lok Adalats and legal awareness camps.
UP Infrastructure Development: Fast development through roads, connectivity and logistics
168 development block headquarters in the state have been connected with double-lane roads. Construction of 161 roads 1,410 km long was completed. The target is to strengthen 46,600 km of roads by 2025-26, of which 28,000 km has been completed. Improved road and logistics networks have boosted trade, tourism, industry and investment.
UP Agriculture Growth: Boom in agricultural production, farmers’ income and rural economy
Uttar Pradesh is progressing rapidly in agricultural production, productivity and agricultural economy. Food grain production has increased from 557.46 lakh metric tonnes to 737.40 lakh metric tonnes. Agriculture GSDP has increased from ₹2.96 lakh crore to ₹6.95 lakh crore.
Horticulture and Farmer Income: Big increase in farmers’ income from horticulture
Horticulture area has increased from 21.40 lakh hectares to 26 lakh hectares. Production increased from 3.80 crore metric tonnes to 6 crore metric tonnes. Exports increased from ₹400 crore to ₹1,700 crore. Due to this, the income of farmers increased from ₹41,000 crore to ₹1.25 lakh crore.
Sugar Industry and Cane Farmers: Record Payments and Job Creation
After 2017, more than ₹3.04 lakh crore was paid to sugarcane farmers. Crushing capacity increased with three new sugar mills. Sugarcane price was increased by ₹30 per quintal and productivity also increased. This provided employment to more than 10 lakh people.
Livestock Economy and Rural Development: Cow welfare strengthens rural livelihoods
12.38 lakh cows are being looked after in 7,497 cow shelters. Under the schemes, 1.81 lakh animals were given to cattle herders and more than ₹1,484 crore assistance was given from DBT. This has increased rural income and self-reliance.
Energy Supply and Power Sector Reform: Major improvement in power supply
In the state, electricity is being provided to cities for 24 hours, to tehsils for 21 hours and to villages for 19 hours. 59.83 lakh smart meters have been installed and 37.45 lakh old meters have been replaced. Electricity rates have not been increased in the last 6 years.
Environment Protection and Mining Revenue: Green Growth and Transparent Mining
After 2017, more than 242 crore saplings were planted and forest cover reached 9.96%. Mining reforms brought in revenue of ₹28,920 crore, which is much higher than before.
Public Transport, Social Security and Women Empowerment Schemes
The roadways’ 13,621 buses served 37 crore passengers and earned ₹3,810 crore revenue. Women empowerment and social security schemes expanded through self-help groups.
Housing, Labor Welfare and Social Justice Schemes in UP
36.37 lakh houses were built under Pradhan Mantri Awas Yojana. 8.51 crore workers are registered on the e-Shram portal. Social justice has been strengthened by reservation and financial assistance schemes.
Education Expansion and Aspirational District Development
Thousands of teachers were appointed, smart classes, ICT labs, new universities and colleges were established in the state. Health, education and nutrition indicators have improved in aspirational districts.
Revenue Growth, Digital Governance and Developed India Vision
Excise revenue increased from ₹14,273 crore to ₹52,573 crore. The state is moving rapidly in the direction of digital governance, transparent administration and developed India.
UP Number One Achievements: Leading state in agriculture, energy, housing and health
Uttar Pradesh is first in the country in the production of food grains, sugarcane, sugar, milk, mango and potatoes. The state is also leading in PM Kisan, Ujjwala Yojana, Housing Scheme, MSME, Digital Health and ethanol production.
