That is why it is said that Yamraj does not enter Kashi.

According to beliefs, Lord Shiva never sits on his throne in this city, because every time some living being is breathing his last here. Therefore, the job of Lord Shiva here is not to sit like a king, but to become a guide. Lord Shiva always remains awake in Kashi, so that no soul has to wait for him. This is the reason why Shivalinga in Kashi was never shown in a posture of complete rest.

The place here is considered to be the gateway to salvation. It is said that if Lord Shiva starts resting here then the flow of salvation will stop. That’s why Lord Shiva resides in Kashi, but does not rest. Kashi is that place, which Lord Shiva never leaves.
