Actually, in the Panchayat elections, on the basis of 2011 census, 20.70 percent seats will be reserved for Scheduled Castes and 0.57 percent seats for Scheduled Tribes. But the real problem is regarding reservation for Other Backward Classes i.e. OBC. As per the Supreme Court’s ‘triple test’ standards, OBC reservation cannot be implemented without the report of a dedicated commission.
At present, a dedicated Backward Classes Commission has not been formed to decide OBC reservation in Panchayat elections. For this reason there was speculation regarding the election schedule. However, after the latest statement of OP Rajbhar, it has become clear that the government is in favor of holding the elections on time and work is being done to remove all the obstacles.
