Supreme Court stays UGC promotion of Equity Regulations 2026, calls provisions ‘vague’, open to misuse

The Supreme Court on Thursday stayed the operation of the University Grants Commission (Promotion of Equity in Higher Education Institutions) Regulations, 2026, and directed that they be kept in abeyance for the time being.

The Court observed that the provisions of the Regulations are prima facie “vague” and “capable of misuse”. It also noted concerns that the Regulations could be discriminatory towards “general classes”.
