8th Pay Commission: The wait for the 8th Pay Commission can be a bit disappointing for central employees. The more delay there is in the implementation of the new pay commission, the greater the financial loss that employees may have to suffer. It is generally believed that if the Pay Commission is implemented late, the full arrears are received, but this time the story is a little different. If the government follows its old track record, employees may have to lose arrears of many big allowances like House Rent Allowance (HRA) and Transport Allowance (TPTA). This loss is not small but can be worth lakhs of rupees.

Why is the threat of arrears of allowances looming?

If we look at the history of previous pay commissions, the government pays arrears of basic pay and dearness allowance (DA) with a back date. But when it comes to allowances like HRA, Transport Allowance, Uniform Allowance and Children Education Allowance, the government avoids paying the arrears. These allowances are always implemented ‘prospectively’ i.e. from the date when the government announces it officially.

This simply means that for the number of months there is a delay in the formation of the commission and the implementation of its recommendations, the employees will never get the increased portion of these allowances for those months. Currently, under the Seventh Pay Commission, HRA is available at the rate of 30%, 20% and 10% according to the category of cities, which is expected to increase in the Eighth Pay Commission. Due to the delay, the employees will have to bear the loss of this increased portion.

Complete mathematics of 22 months delay

According to the rules, the deadline of the Seventh Pay Commission has expired in December 2025. There has been a tradition of implementing a new pay commission every ten years, hence the eighth pay commission should have been implemented from January 1, 2026. However, the government has given this commission 18 months time to submit its report. This means that the commission will submit its recommendations to the government by March 2027.

After this, the Union Cabinet will study this report and give final approval, which may take another three to four months. Considering this entire process, the Eighth Pay Commission will be able to come into existence only around August 2027. If compared to January 1, 2026, the employees will have arrears of about 20 to 22 months, the allowances portion of which is now under cloud of doubt.

The only relief is that there will be no impact on the basic pay of the employees. According to the old system, the entire arrears between January 1, 2026 and the date of implementation of the new Pay Commission will be transferred to the accounts of the employees. Since dearness allowance is always decided on the basis of basic pay, the arrears of DA will also be added along with the increase in basic pay. The government issues notification of backdated payment for this.

Financial challenge before the government

At present there are about 50 lakh central employees and more than 69 lakh pensioners in the country. Paying the entire arrears of almost two years to all of them together is a huge economic challenge for the government. According to a report by Kotak Institutional Equities, while the implementation of the Seventh Pay Commission resulted in a burden of Rs 1.02 lakh crore on the government exchequer, the Eighth Pay Commission is expected to impose a huge financial burden of Rs 2.4 lakh crore on the government in the financial year 2027-28, ranging from Rs 2.4 lakh crore to Rs 3.2 lakh crore. This is the reason why the government can take a tough decision on arrears of allowances to maintain financial balance.
