The functioning of the country’s legislative institutions will be evaluated. Lok Sabha Speaker Om Birla announced the creation of National Legislative Index. Important decisions were taken on technology, AI, digital parliament and enhancing the capacity of MLAs.

Lucknow. There is a preparation to take a big step towards making the legislative institutions, considered the backbone of democracy, more transparent, accountable and effective. Now the functioning of all the legislative bodies of the country will be objectively evaluated. For this, a National Legislative Index will be prepared, which will make comparative assessment of the performance of the Assemblies and Parliament possible.

Lok Sabha Speaker Om Birla gave this information while talking to the media after the conclusion of the 86th All India Presiding Officers Conference held in Lucknow.

Three days discussion, future direction decided

36 presiding officers from 24 states of the country participated in this conference which started from January 19. In the meetings that lasted for three days, there was a serious discussion on the challenges facing the legislative bodies and their solutions. During this, three main topics were discussed-

  • Making legislative processes more transparent and people-centric through technology
  • Strengthening the democratic system by increasing the capacity of members
  • Ensuring accountability of public representatives towards the public

Based on these discussions, a total of six important resolutions were taken.

Role of assemblies decided with the target of 2047

It was resolved in the conference that all the legislative assemblies will play an active role in achieving the goal of developed India by the year 2047. For this, not only the states but also issues related to national development will be discussed regularly in the Houses.

Legislature should sit for at least 30 days

To strengthen democratic institutions, it was decided that the state assemblies must sit for a minimum of 30 days in a year. This will bring seriousness in legislative work and effective discussion on issues related to the public will be possible.

The scope of technology and AI will increase

Emphasis was laid on maximum use of technology and Artificial Intelligence to increase efficiency in the Legislative Assemblies and Parliament. However, it was also made clear that AI will be used with full responsibility, ethics and transparency, so that no questions are raised on trust.

Focus on capacity building of MLAs

It was agreed in the conference that technology should be used to enhance the capacity of MLAs. Research wings will be strengthened in all legislatures, old debates will be preserved in digital form and libraries will be modernized to promote factual and meaningful discussions.

National Legislative Index will create healthy competition

As the most important decision, it was agreed to create a National Legislative Index. The committee formed under this will make some fixed standards, on the basis of which the functioning of the legislative institutions will be evaluated. This will promote healthy competition among states and accelerate institutional reforms.

From paperless assemblies to digital parliament

Om Birla said that in the same conference held in Uttar Pradesh in the year 2015, the resolution of paperless assemblies was taken, which has now been completely realized. Today all the Assemblies of the country have become paperless, proceedings are being telecast live and research wings are active. In the coming time, all the assemblies will be connected to the Digital Parliament platform.

Also gave update on budget session

The Speaker of the Lok Sabha said that the budget session of the Parliament will start with the President’s address on January 28. The Economic Survey will be presented on January 29, while Finance Minister Nirmala Sitharaman will present the General Budget on February 1. This session will run till February 13, after which the next session will be held from March 9 to April 2.
